Etsy Recalled and Hazardous Items Policy for Sellers

By August 21, 2026November 2nd, 2026No Comments22 min read

Etsy recalled items are prohibited, and Etsy removes any listing for a product recalled by a government or manufacturer once it learns of the recall. The same rule covers hazardous materials and items that may pose a health or safety hazard, even when no recall has been issued. The Prohibited Items Policy, last updated on October 6, 2026, names items recalled by governments or manufacturers, hazards such as choking, electrocution and strangulation, and materials from fireworks to loose lithium ion batteries. Its Children and Baby Products Policy adds a list of items that are banned or restricted because they are highly regulated, from drop side cribs and infant sleep products to drawstring hoodies for children. Etsy removes recalled items upon notice, cooperates with regulators, and states that a seller may be legally obliged to report an unsafe product to regulators, work on a recall and contact affected buyers. Because these rules sit in the Prohibited Items Policy, violations can lead to suspension or termination. The response that works starts by establishing whether the product falls under a specific safety rule that no listing edit can fix.

What the Etsy Recalled Items and Hazardous Materials Policy Covers

Three Etsy documents set the rules, and a removal can cite any of them.

  • Prohibited Items Policy, Dangerous Items section. Titled “Hazardous Materials and Devices, Recalled Items, and Weapons,” it says Etsy prohibits certain dangerous items for safety and legal reasons.
  • Unsafe or Recalled Products page. Etsy’s overview of recalls and reporting obligations, with links to regulators in the United States, the European Union, the United Kingdom, Australia, Canada and France, and to the OECD’s global recalls portal.
  • Children and Baby Products Policy. The list of children’s and baby items Etsy prohibits or restricts, with the age and size limits that apply.

Hazardous materials and devices

Etsy prohibits hazardous materials and devices because of the potential harm they cause and the complex legal and shipping rules around them. It also prohibits kits, instructions, patterns and designs for making them. Its non-exhaustive examples are explosives such as fireworks and sparklers, explosive precursors, flammable items, gases, radioactive material, toxic substances such as poisons, individual or loose lithium ion batteries, electric mobility devices such as bikes, scooters and mopeds, and the batteries, chargers and accessories that help those devices function. Etsy notes that some ingredients are hazardous only in certain contexts, points sellers to its Seller Handbook guidance on cleaning supplies and cosmetics, and keeps a list of ingredients that cannot be used in cosmetic items on Etsy.

What is at stake

The Prohibited Items Policy describes a zero tolerance approach and says sellers deemed to violate it can be subject to immediate account suspension or termination in accordance with the Terms of Use. Etsy may deactivate content to some or all buyers, or suspend or terminate the account and any accounts it determines are related. A recalled or unsafe product can also carry legal duties outside Etsy, which we cover below.

How sellers encounter it

A removal arrives by email and appears on the Policy violations page in Shop Manager. Etsy says it relies on information from user reports and several government agencies to identify unsafe items, and that it cooperates with regulators in removing recalled products. In practice the triggers we see are a regulator or recall database match, a buyer reporting an injury or a defect, a report from another member, and a review by Etsy’s Trust & Safety teams, which Etsy says remove listings that do not meet its policies.

Government Recalls

Etsy’s rule is plain. Items that have been recalled by governments or manufacturers are prohibited. Its examples are certain vintage Corning Ware percolators, lawn darts and drop side cribs. Etsy’s Unsafe or Recalled Products page states that upon notice, Etsy removes recalled items as stated in the Prohibited Items Policy.

Hazards without a recall

Etsy goes further than recall lists. Items that may pose a health or safety hazard are prohibited even if they have not been the subject of a recall, including items that present a choking, electrocution or strangulation hazard. Etsy also prohibits certain loose or separable high-powered magnets that fit within a small parts cylinder 2.25 inches long and 1.25 inches wide and have a flux of 50 kG²mm² or more, because of the risk if swallowed. A clean recall search is therefore necessary and still not sufficient. The product also has to be safe in the way Etsy describes.

Business models that trigger recall removals

Vintage and secondhand sellers. Older items are the most common source of recall removals. A percolator, crib, high chair, toy or appliance can be decades old and subject to a recall the seller never heard of, or fail current safety rules that did not exist when it was made. To run it compliantly, search government recall databases for the maker, model and product type before listing, avoid categories Etsy restricts for children, and keep a record of each search.

Sellers of sourced or wholesale finished goods. Items bought in bulk from suppliers can be subject to a manufacturer or importer recall after you list them. To run it compliantly, record supplier, model and batch for every product, monitor recalls for those products, and set a rule to delist within the day if a match appears.

Makers using components. Magnets, small batteries, cords and small parts sourced from suppliers can turn a handmade item into a hazard. To run it compliantly, list every component, check it against Etsy’s magnet, battery and small parts rules, and design out the hazard.

The law behind recall removals, by region

Etsy requires sellers to comply with its policies and with all applicable laws in their own location and in the locations they ship to. The core laws are below. This is general information for sellers, and it is not legal advice about any product.

RegionLawWhat it says
United StatesConsumer Product Safety Act, 15 U.S.C. 2068(a)(2)Makes it unlawful to sell, offer for sale or distribute a consumer product that is subject to a voluntary corrective action the manufacturer took in consultation with the CPSC and the CPSC announced, that is subject to an order under section 2061 or 2064, or that is a banned hazardous substance.
European UnionGeneral Product Safety Regulation, Regulation (EU) 2023/988, Article 5Economic operators may place or make available on the market only safe products. The regulation has applied since December 13, 2024.
United KingdomGeneral Product Safety Regulations 2005, SI 2005/1803, regulation 5No producer shall place a product on the market unless it is a safe product.

One law in our legal library is often raised by sellers in these cases, the Magnuson-Moss Warranty Act, 15 U.S.C. 2301 and following sections. It governs written warranties on consumer products. It does not decide whether an item is recalled or safe, but it does mean any warranty or guarantee wording you add while fixing a safety listing must be one you can honor.

The practical point is that a recalled item is not only an Etsy problem. In the United States, offering it for sale can itself be unlawful, which is one reason Etsy removes recalled items as soon as it learns of them.

When the stakes are high, have our product safety and quality team review your Etsy case before you respond.

Children’s Product Safety Rules

Etsy’s Children and Baby Products Policy begins by noting that products made for children have many specific safety standards and legal requirements that vary around the world, that Etsy cannot advise on how to comply, and that sellers must comply with the laws for the markets they serve. Some items are prohibited for all sellers regardless of audience, such as water beads and novelty lighters, because they pose a higher risk to children. Others are restricted only when made for or marketed to children under a certain age. Etsy also prohibits patterns, designs or instructions for making the prohibited items.

What Etsy prohibits or restricts

ItemEtsy’s rule
Baby formulaBaby and infant formula intended for consumption is prohibited.
Bejeweled pacifiersPacifiers decorated with small materials such as crystals, beads or cabochons are prohibited.
Car seats and accessoriesCar seats and safety seats are prohibited, as are accessories that restrain children up to age 14.
Children’s loungewear and sleepwearLoose-fitting, non flame resistant sleepwear for sizes from 10 months up to size 14 is prohibited. Flame resistant or tight-fitting sleepwear is generally permitted.
Cribs and infant sleep furnitureCertain modern or vintage sleep furniture and accessories for children under 3 are prohibited, including Moses baskets, bassinets, cribs, cradles, inclined sleeping products, mattress toppers and pillows intended for babies to sleep on.
Small parts and choking hazardsItems for children under 3 with loose or unaffixed small parts or small balls are prohibited. A small part fits fully inside a cylinder 1.25 inches in diameter and 1 to 2.25 inches deep. A small ball is smaller than 1.75 inches in diameter.
Upper-body outerwear with drawstringsProhibited for children size or age 14 and under. Snaps, buttons and similar closures are permitted alternatives.
Water beads, novelty lightersProhibited for all sellers regardless of audience.

The list also covers infant neck floaties, infant sleeping accessories, magnets and strollers. Read the full policy for each item before you list anything for babies or children.

Why this rule decides whether documentation can help

The first question we ask in any children’s product case is whether the item falls under a specific rule like the ones above. If it does, the answer is usually removal of the item from your Etsy catalog, and no certificate or test report changes Etsy’s position on a prohibited item. If the item is allowed but regulated, such as children’s clothing that is not sleepwear or a toy without small parts, documentation is what demonstrates compliance.

In the United States, the Consumer Product Safety Act, 15 U.S.C. 2063(a)(2), requires manufacturers of children’s products subject to a children’s product safety rule to have them tested by a third party before distributing them and to certify compliance. In the European Union, the General Product Safety Regulation applies to traders selling into the EEA and Northern Ireland, and Etsy’s help article says sellers must add an economic operator or manufacturer details and product safety information to their listings. Article 19 of the GPSR requires online offers to show the manufacturer’s name and contact details, an EU responsible person where the manufacturer is outside the Union, information identifying the product including a picture, and any warning or safety information. Our guide to setting up an Etsy GPSR responsible person covers that process.

Business model for makers of toys, clothing and nursery items

Toy makers, childrenswear shops and nursery decor sellers carry the most exposure to Etsy children’s product safety removals. To run it compliantly, check every new design against the Children and Baby Products Policy first, design out drawstrings, small parts and decorations that can detach, keep fabric and flame resistance records for sleepwear, and confirm what testing and certification your market requires before your first sale. Our guide to recall monitoring for children’s products on Etsy sets out the ongoing routine.

Removal and Regulator Reporting

When Etsy removes a recalled or unsafe item, the listing becomes inactive and the removal is recorded on the Policy violations page. For other policies that is the end of the platform side. For safety cases there can be a legal side as well.

What Etsy says about reporting

Etsy’s Unsafe or Recalled Products page gives an example. If a buyer alerts a seller that an item they purchased is unsafe, the seller may be obligated to report it to applicable regulators, work with regulatory officials to recall the items and contact affected buyers. Etsy describes its overview as educational, non-exhaustive and not legal advice, and suggests consulting a licensed lawyer.

RegionReporting duty
United StatesUnder 15 U.S.C. 2064(b), every manufacturer, distributor and retailer who obtains information reasonably supporting the conclusion that a product fails a safety rule, contains a defect that could create a substantial product hazard, or creates an unreasonable risk of serious injury or death must immediately inform the Consumer Product Safety Commission.
European UnionEtsy says businesses must place only safe products on the market, inform consumers of risks and make dangerous products traceable, and points to the Product Safety Business Gateway for reporting to national authorities. GPSR Article 20 sets obligations for accidents caused by products.
United KingdomUnder regulation 9 of the General Product Safety Regulations 2005, a producer or distributor who knows a product it supplied poses risks incompatible with the general safety requirement must forthwith notify an enforcement authority in writing, with the action taken to prevent risk. Etsy points UK sellers to the Office for Product Safety and Standards.

Reporting obligations can apply from the first unsafe item. They do not depend on how many times Etsy has removed a listing. Where a recall or a children’s product rule is involved, the regulatory side can matter more than the listing.

First removal compared with a repeat

Etsy publishes no strike count for dangerous items. A first removal of a vintage item you did not know was recalled is a correction, provided you check the rest of your stock and change how you screen. Repeated removals, or a removal involving a children’s sleep product or a hazardous material, put the account at risk under the Prohibited Items Policy, and Etsy’s listing appeals article says multiple policy violations can lead to suspension. If your shop has been suspended, see our guide on an Etsy shop suspended over recalled or hazardous items.

Responding to a Removal

Our method for safety removals follows the same five parts in every case, adapted to the product.

1. Position

The products are safe and compliant, and any at-risk listing has been removed or corrected. If the item is recalled or prohibited, the position is that it has been removed for good and your other listings have been checked.

2. Root cause

Name the specific hazardous material, recall or missing safety element. “The listing was a 1970s percolator model covered by a manufacturer recall, and our sourcing process did not include a recall search.” “The hoodie for ages 2 to 6 had a drawstring hood.” “The bracelet for toddlers had beads that fit within the small parts dimensions.” Avoid general statements about being careful.

3. Corrective actions

  • Removed the flagged listing and any other listing for the same model, design or component.
  • Searched recall databases for every vintage or sourced item in stock, and recorded the results.
  • Checked every children’s listing against the Children and Baby Products Policy.
  • Corrected safety information, warnings and, for EU buyers, GPSR listing fields.
  • Where a buyer reported a safety problem, assessed and, where required, made the report to the relevant regulator and contacted affected buyers.

4. Preventive measures

A safety screening step checks every product against Etsy’s dangerous items, recall and children’s product rules, and against shipping restrictions for hazardous materials, before listing. Name the owner and the check frequency.

5. Evidence

The affected listings, recall search records, supplier and model details, test reports or certificates where a product is regulated, and any regulator correspondence. Only list documents you can produce.

Etsy recalled item removal response from the Policy violations page to corrective action, evidence and appeal
How we respond to an Etsy safety removal, from reading the Policy violations entry to an appeal where the match was wrong. Step through each screen to see what to prepare.

Appeal or accept the removal

Listing appeals start on the Policy violations page in Shop Manager. Where View & appeal appears next to the removed listing, you start the appeal there. Where it does not, Etsy points you to the instructions in the original policy violation email. Etsy says most reviews finish within 3 days and can take up to 10 to 12 business days. Once an appeal is denied, you cannot submit another one for the same listing. Appeal only where the item was not recalled and does not fall under a prohibited category, for example where Etsy matched the wrong model. A recalled item cannot be made compliant by appeal.

If the account is permanently suspended, Etsy’s help article says you have 6 months from the suspension to appeal through the Appeals Center, a decision can take up to two weeks, and if the account stays closed the decision is final.

EU and UK sellers

EU sellers can use Etsy’s free internal complaint-handling system under the Platform-to-Business Regulation, Regulation (EU) 2019/1150, and request mediation where a complaint is not resolved. The Digital Services Act, Regulation (EU) 2022/2065, has applied in full since February 17, 2024. It gives EU users a statement of reasons (Article 17), internal complaint handling (Article 20) and out-of-court dispute settlement (Article 21) for content moderation decisions. Article 20 keeps the complaint route open for at least six months after the decision. UK sellers can rely on the retained Platform-to-Business Regulation, Article 4, for a statement of reasons and 30 days’ notice before termination, except where the platform faces a legal or regulatory obligation, an imperative reason under the law, or repeated infringement. A legal obligation to remove an unsafe product is a likely reason for faster action in safety cases.

Recall and Safety Screening

The prevention lesson is to check recall databases and children’s product rules before listing any item in a regulated category. Etsy’s Unsafe or Recalled Products page lists the places to look. They are the US Consumer Product Safety Commission, the EU’s Safety Gate system for dangerous non-food products, the UK Office for Product Safety and Standards, the Australian Competition and Consumer Commission, Health Canada, France’s RappelConso, and the OECD’s global recalls portal. The OECD portal brings together publicly available recalls issued by government bodies.

Recall check steps before you list a product on Etsy
  1. Record the product type, maker or brand, model or pattern name, and approximate date of manufacture.
  2. Search the recall database for each market you ship to, starting with the CPSC for US buyers, Safety Gate for EU buyers and OPSS for UK buyers, and check the OECD global portal.
  3. Search by product type as well as brand, since older items may carry no brand.
  4. Check the item against Etsy’s Dangerous Items section, which covers hazardous materials, lithium batteries, magnets and choking, electrocution or strangulation hazards.
  5. If it is for babies or children, check it against every item in the Children and Baby Products Policy, including age and size limits.
  6. Confirm any safety warnings and labeling the category requires, and for EU buyers the GPSR manufacturer and product safety fields.
  7. Save the search date, databases searched and results with the product record.
  8. Re-check stock on a schedule, since recalls are issued after you list.

Business model for candle, resin, soap and chemical craft sellers

These sellers face the hazardous materials side of the policy. Flammable materials, toxic substances and certain ingredients can be prohibited or restricted, and Etsy keeps a list of ingredients that cannot be used in cosmetic items. To run it compliantly, keep a full ingredient list for each product, check it against Etsy’s cosmetic ingredient list and hazardous materials examples, add the safety warnings the product category requires, and confirm your carrier accepts the materials you ship.

An illustrative composite scenario

Take a vintage home goods seller drawn from patterns across several shops, not one real account. The seller lists a mid-century percolator and a wooden drop side crib from the same estate sale lot. Etsy removes both. The seller’s first instinct is to appeal on the grounds that the items are collectible. The response that holds is different. Both items were removed for good, every kitchen appliance and nursery item in stock was searched against the CPSC database and Etsy’s children’s policy, two further items were found and withdrawn, and a recall search was added to the intake step for every estate lot. The seller also decides to stop listing nursery furniture at all, which removes the highest risk category from the catalog.
