Walmart Resold and Restored Rules for Used Item Sellers

By July 30, 2026November 2nd, 2026No Comments24 min read

The Walmart Resold program is the only way to sell anything other than new items on Walmart Marketplace, and Walmart admits sellers by invitation only. Walmart’s Resold products policy, last updated February 12, 2026, states that the sale of products not in new condition is strictly prohibited for everyone outside it. Restored, Pre-Owned, Open box and Remanufactured items are allowed only for invited sellers, and only when the item meets every condition, category, quality and disclosure requirement Walmart sets for that condition. Any misrepresentation of condition is prohibited. For most sellers the practical meaning is that every unit you ship must be new by Walmart’s definition, which means unused, unopened, undamaged and in its original packaging. Most condition problems we see come from returns restocked without inspection and from liquidation or refurbished stock listed by sellers who were never invited to Resold. Both are fixable once you know which side of the invitation line you stand on.

What Walmart Allows for Non-New Items Under the Walmart Resold Program

Walmart’s Prohibited Products Policy includes a dedicated section on Resold products. Its central sentence leaves no room for interpretation, stating that the sale of products not in new condition is strictly prohibited. You are only permitted to list products that are Restored, Pre-Owned, Open box or Remanufactured if you have been invited to participate in the Resold program, and those items must meet all of the condition, category, quality and disclosure requirements. If you have not been invited, you must list only products in new condition. Walmart adds that any misrepresentation of condition, or any listing in an unapproved category, is prohibited from sale on Walmart Marketplace.

The policy also states that products covered by the Resold policy must adhere to every other Prohibited Products Policy, or Walmart will automatically unpublish the item. A refurbished item that is otherwise restricted, for example because of its battery or a regulated category, does not become sellable because it carries a Resold condition.

What “new” means on Walmart

Walmart’s Item condition types guide, last updated August 31, 2026, defines New for most categories as brand new, unused, unopened, undamaged and in its original packaging, and it must be factory sealed with tags, including warranties and instructions where appropriate. That definition is the line most sellers cross without realizing it. A unit that was opened by a customer and returned unused is no longer unopened. A unit with a torn outer box is no longer undamaged in its original packaging. Walmart’s guide lists conditions such as Open box, New without box or tags, and New with defects for exactly these situations, and it states that every condition type except New belongs to an invite-only program.

For a seller outside Resold, the result is simple. If a unit does not meet Walmart’s definition of New, you cannot list it on Walmart. It belongs in another sales channel, in a liquidation lot or back with your supplier.

Categories that cannot be sold in Resold condition

Even invited sellers face category limits. Walmart’s Resold policy lists categories prohibited for Resold items, including cosmetics and personal care, food and perishables, drugs and certain OTC treatments, hazardous materials, power sources and batteries, medical devices and diagnostic kits, sensitive consumer categories such as infant, maternity, intimate apparel and safety items, tobacco and vaping, and weapons. It lists other categories as allowed with restrictions, such as audio, video and car electronics, household and kitchen appliances, tools and hardware, toys and hobbies, and sports and fitness equipment. The Resold program guide adds that if a category is not available during item setup, the product is not eligible.

The Invite-Only Resold Program

Walmart’s Resold program overview, last updated September 23, 2026, describes the program as a way to offer high-quality Pre-Owned and Restored items on Walmart.com, including eligible seller-fulfilled Walmart returns. Participation is by invitation only and is not available to all Marketplace sellers. Walmart directs sellers who want to sell Pre-Owned or Restored inventory through the program to apply from the Exclusives programs page in Seller Center. Walmart Restored, which some sellers still search for by that name, now sits inside the Resold program as the Restored condition types.

Eligibility and ongoing obligations

To participate, Walmart requires you to be in good standing and to consistently meet its Seller Performance Standards. Approved sellers must comply with the Comprehensive Walmart Marketplace Retailer Agreement, retailer policies and Walmart’s Returns policy. Two program rules carry particular weight.

  • Products sold in Resold categories must maintain a return rate of 9% or below.
  • The program prohibits selling counterfeit items, and Walmart states that violations can lead to suspension or termination of the account.

The program is open to domestic and international sellers, and it supports Walmart Fulfillment Services items. For WFS, you set the item up with the original GTIN and Walmart generates a custom fulfillment GTIN to track the Resold unit, which is what appears on the item label.

Two ways to list Resold items

RouteBest forHow it works
Set up Resold itemsInventory you want to sell as Pre-Owned or ResoldApply, and once approved, complete item setup with a Resold condition
Relist a Walmart returnAn eligible item sold on Walmart and returned to youNo application required. Start from the Returns dashboard in Seller Center and update condition, price and quantity

Walmart notes that relisting a return is currently available only for seller-fulfilled returns. The relist route is important because it is Walmart’s sanctioned path for an opened return. A returned unit that no longer qualifies as New can be relisted in the correct condition through this route, where eligible. It cannot be put back into New stock.

Quality requirements that apply to every Resold item

Walmart requires all items in any Resold condition to be professionally inspected, tested, cleaned and, if necessary, refurbished to their original condition as specified by the manufacturer or an authorized seller or supplier. Walmart lists these requirements for all products.

  • Restore the item to its original factory settings and fully unlock it for use, where applicable.
  • Upgrade to the latest firmware supported by the original equipment manufacturer where applicable.
  • Include all accessories that come with a newly purchased item. Accessories can be generic but compatible, and consumable accessories such as filters, brushes and strings must be new.
  • Include original manuals when legally necessary, and otherwise provide manuals or links to the manufacturer’s instructions.
  • Remove end user data in line with the NIST standard on media sanitization or applicable local rules, and perform complete forensic destruction of all personal information before sale.
  • Screens must have no scratches, displays must be free of damage with no dimness, wall plugs must be compatible with the region of sale, and remote controls must be paired or include pairing instructions.
  • Include battery life test information where battery life is not visible in device settings. WFS shipments containing lithium batteries must be registered with WERCSmart.

Restored, Pre-Owned, Open Box and Remanufactured

Each Resold condition has its own definition, and Walmart’s Item condition types guide sets them out by category. The table below summarizes the electronics definitions, which are the ones most sellers work with. Other categories, such as fashion, books, media and collectibles, carry their own descriptions in the same guide.

ConditionCosmetic standardBatteryWarranty and returns
“Restored: Premium”Like new, micro-scratches invisible at 8 to 12 inches. Restricted to manufacturers, manufacturer-authorized or other qualifying sellers90% of like-new or higherMinimum one-year written warranty. 30-day free returns and replacements unless the 15-day electronics window applies
“Restored: Like New”Micro-scratches invisible at 8 to 12 inches80% or higherAt least 90-day free returns
“Restored: Good”Slight wear barely visible at 12 inches, imperceptible to touch80% or higherAt least 90-day free returns
“Restored: Fair”Visible wear at 12 inches, perceptible to touch80% or higherAt least 90-day free returns
Open boxExcellent, no signs of use, original or generic packaging that may be open, original accessories includedNot specifiedStandard returns
Pre-Owned (Like New, Good, Fair)Fully functional regardless of cosmetics. Screens unscratched for Like New and Good. Accessories may be missing60% of new or higherWarranty not required unless by law, but any warranty must be disclosed

Remanufactured

Walmart uses Remanufactured for automotive parts. Its definition is a rebuilt part that has been completely disassembled, cleaned and examined, with worn, missing or non-functioning components replaced by new or rebuilt components, so that it is the functional equivalent of a new part meeting or exceeding original equipment specifications. A used part pulled from a vehicle does not qualify. Walmart’s automotive Pre-Owned conditions are tied to the mileage of the source vehicle.

Warranty disclosure

Walmart states that “Restored: Premium” is the only condition that requires a warranty. For Pre-Owned items a warranty is not required unless the law requires one, but you must accurately tell customers what warranty is available, or that the product has none. Walmart adds that if it has to refund customers because a seller failed to honor a warranty, the seller bears the responsibility and the cost.

Pricing Resold items

The Item condition types guide publishes recommended minimum discounts against the new price. These are guidelines, and Walmart states you are solely responsible for your prices. Its recommendations include 10% for “Restored: Premium” and Open Box, 15% for “Restored: Like New”, 20% to 30% for “Restored: Good” and “Pre-Owned: Good”, 35% to 45% for the Fair conditions, 10% to 20% for Remanufactured and 25% to 35% for New with Defects. The Resold program FAQ adds a hard consequence. Resold items can be made ineligible for the Buy Box if priced above a new item on the same product page, with possible exceptions for collectibles and some luxury brands. Our guide to Walmart’s Reasonable Price Not Satisfied rule covers pricing enforcement in more detail.

Resold condition grade reference
  • Is the unit factory sealed, unused and undamaged in original packaging? It is New. Any seller can list it.
  • Unused, excellent, original accessories, but the box is open or worn? Open box. Resold invitation required.
  • Professionally restored to manufacturer condition, with tested battery at 80% or more and 90-day returns? Restored (Like New, Good or Fair) by cosmetic grade. Resold invitation required.
  • Restored by or for the manufacturer, 90% battery, one-year written warranty? “Restored: Premium”. Restricted to qualifying sellers.
  • Used and fully functional, battery 60% or more? Pre-Owned, graded by cosmetic wear into one of three tiers. Resold invitation required.
  • Rebuilt automotive part meeting or exceeding OE specifications? Remanufactured. Resold invitation required.
  • Does not fit any listed condition? Walmart states it should not be listed on Walmart.com.

Condition Misrepresentation Risks

The reviewer’s first question in a condition case is whether you are eligible to sell the condition at all. Is the item new, or is it Resold, and are you approved for Resold? Most cases are decided at that step. A seller outside the program who shipped a used unit has no condition to argue about. A seller inside the program who listed a unit under the wrong grade has a narrower problem with a narrower fix.

How it reaches your account

Condition problems usually surface through customers. A buyer receives a unit with a broken seal, missing accessories, wear marks, someone else’s data on a device or a box that has clearly been opened, and reports it as used. Those complaints show up as returns with “not as described” reasons, negative reviews and customer contacts. Walmart’s notice may cite the Resold products policy or a condition misrepresentation, and the outcome can be item removal, removal from the Resold program or account suspension. Walmart does not publish a fixed number of complaints that moves a seller from one outcome to the next.

There is no published first-time versus repeat ladder for condition findings either. What Walmart does publish is the end point. Its suspension and termination policy states that termination permanently revokes selling privileges and Seller Center access. Treat a first finding as the moment to rebuild your returns and grading process, because a repeat finding after reinstatement leaves you arguing against your own earlier plan of action.

Business models that trigger it

Returns and liquidation resellers. Buying customer returns, shelf pulls or overstock by the pallet produces a mix of sealed, opened and used units. Sellers outside Resold who list the whole lot as New are selling non-new goods in breach of the policy. The compliant way to run this model is to grade every unit on receipt, list only factory sealed units on Walmart, and move everything else to channels that accept used goods, unless and until you are invited to Resold.

Refurbishers. A refurbishing business is the model Resold was built for, but only with an invitation and only at Walmart’s standard. Common failures are batteries below the threshold for the listed grade, missing accessories, an older firmware version, user data left on the device and cosmetic grading that does not match Walmart’s distance and touch tests. Run a written grading procedure that mirrors Walmart’s table and record the test results for every serial number.

Sellers restocking their own returns. This is the most common cause in our cases and the easiest to fix. A customer returns a unit, the warehouse checks that it looks fine and puts it back on the shelf, and the next buyer receives an opened product sold as New. The compliant process is to treat every return as non-new until inspected, restock as New only units that are still factory sealed and undamaged, and route everything else to the Walmart return relist flow if you are in Resold, or out of Walmart inventory if you are not.

A composite example

Consider a generic case built from patterns we see often. A small electronics seller outside Resold sells headphones as New, fulfilled from its own warehouse. Over a quarter, about 40 units come back as returns. Packers check that each returned box looks clean and put it back on the shelf. Several later buyers report broken seals, missing ear tips and charging cases with scuffs, and review the item as used. The seller’s supplier invoices are clean and the original stock was genuinely new. The problem is entirely the returns step.

The fix in that case is operational. It means pulling the remaining returned units out of New stock, checking every unit in the bin for seal status, refunding the affected buyers, separating the returns area from new stock, and writing a rule that only factory sealed units go back to the New shelf. The appeal names that gap and that fix, with counts and records. If the same seller had been a Resold participant, the opened units could have gone through the relist flow in an honest condition grade. Outside the program, those units leave Walmart inventory.

Law that frames condition claims

Walmart’s Resold policy is what decides whether a listing stays up and whether you stay in the program. The law adds context and its own exposure for misrepresenting condition. For used auto parts, the FTC’s Part 20 guides require used parts to be labeled as such in advertising, on invoices and on packaging, and they reserve “Remanufactured” for parts rebuilt at a factory that generally rebuilds those products. Treat the table as a map of which consumer statute reaches a condition claim in each market, then take legal advice on your own facts.

The Resold program guides cited here are Walmart’s US Marketplace guides. Sellers on Walmart Marketplace Canada and Mexico should confirm whether a Resold program and the same condition types are offered in that market before listing anything other than new items.

Responding to Removal or Program Loss

How you respond depends on which outcome you received. Read the notice for the policy cited, the items named and any appeal route it offers.

Item removal

When Walmart removes listings for condition, the first step is containment. Pull every unit of the affected items from sale, and any other SKU drawn from the same source or the same returns stream. Quarantine the remaining stock and inspect it. Then correct the cause before relisting anything. If the units are genuinely new and the complaint traced to transit damage or a single returned unit, your documentation needs to show that.

Account suspension

Walmart’s suspension and termination policy, last updated October 2, 2026, explains that a suspension makes both seller-fulfilled and Walmart-fulfilled listings non-transactable and non-discoverable, restricts Seller Center access and puts payments on hold. Walmart’s guide to appealing an account suspension, last updated December 9, 2025, sets the route. Your notification email states whether you are eligible to appeal. A suspended seller submits a written plan of action through the Help button in the Seller Center menu bar. A terminated seller cannot appeal, because Walmart states that appeals will not be granted after termination. Walmart may also ask for current warehouse images or supplier invoices less than two months old, and it answers appeals in the order received without a published response time.

How we structure a condition appeal

  1. The decision and your position. Name the notice and the Resold products policy. State your position in one sentence. In most cases we work, the position is that units shipped as described and the concern traces to packaging damage or a returned unit restocked without inspection, a narrow gap that is now closed. If you sold non-new goods without a Resold invitation, the position has to acknowledge that the stock did not meet Walmart’s definition of New and show it has been removed from Walmart inventory.
  2. Root cause. Name the restocking or grading gap precisely, whether a warehouse step, a returns stream or a supplier lot. Do not blame buyers or carriers. A Walmart reviewer who reads blame has no reason to believe the next return will be inspected.
  3. Corrective actions taken. Quarantined and inspected inventory with counts, listings corrected or removed, affected customers refunded, and the returns stream rerouted.
  4. Preventive measures. New and returned inventory physically separated, every return inspected and graded before restock, only factory sealed units restocked as New, with a named owner and an audit cadence.
  5. Evidence. Inspection logs, grading records, returns records, photographs of affected units, the returns inspection procedure and refund records. List only what you can produce.

Removal from the Resold program

Walmart’s guides describe the program as invitation only and set ongoing requirements, including good standing, consistent Seller Performance Standards and a return rate of 9% or below in Resold categories. They do not describe a published reinstatement route for sellers removed from the program. If you lose Resold access, protect the main account first. Remove every non-new listing, confirm that your remaining catalog is factory sealed new stock, and work through any appeal route your notice names. A seller who keeps listing used goods as New after losing Resold access turns a program problem into an account problem.

Condition Grading Controls That Prevent Removal

The prevention lesson is to list only new items unless invited to Resold, and to grade every Resold unit to Walmart’s program standard. These controls put that into practice.

Receiving and returns

  • Physically separate new stock, returned stock and any refurbished or Resold stock, with separate bin locations and separate SKUs.
  • Treat every return as non-new until inspected. A returned unit goes back to the New bin only when the seal is intact and the outer box carries no damage.
  • Record the inspection result for every return, with order number, SKU, seal status, packaging status, accessories present and decision.
  • Route opened returns to the Walmart return relist flow if you are a Resold seller, and out of Walmart inventory if you are not.

Grading for Resold sellers

  • Write a grading procedure that mirrors Walmart’s condition table for each category you sell, including the distance and touch tests for cosmetic grades.
  • Test and record battery health for every unit with a battery, and compare it to the threshold for the grade listed.
  • Record data wipe, factory reset and firmware version against each serial number.
  • Check accessories against the new-in-box contents list, and replace consumable accessories with new ones.
  • Confirm the return window in your settings matches the grade, which is 90 days for “Restored: Like New”, Good and Fair.
  • Monitor your Resold return rate against the 9% ceiling, and review return reasons for grading disputes.

Supplier and liquidation purchases

  • Ask liquidation suppliers for the condition breakdown of each lot before purchase.
  • Assume any customer-return lot contains opened units, and plan a non-Walmart channel for them.
  • Keep supplier invoices and manifests that identify the condition of the goods bought.

Condition rules sit alongside Walmart’s other listing rules. Our guide to Walmart condition complaints covers the early warning stage in more detail. Frequently Asked Questions

Can I sell used items on Walmart?

Only if Walmart has invited you into the Resold program. Walmart’s policy states that the sale of products not in new condition is strictly prohibited for sellers who have not been invited, and invited sellers must meet every condition, category, quality and disclosure requirement.

What is Walmart Restored?

Restored is now a set of condition types inside the invite-only Resold program, which are Premium, Like New, Good and Fair. Restored items must be professionally inspected, tested, cleaned and refurbished, meet battery thresholds and carry at least 90-day free returns, with a one-year written warranty required for “Restored: Premium”.

What conditions does the Walmart Resold program cover?

Resold covers Restored, Pre-Owned, Open box and Remanufactured items that meet Walmart’s program standards. Some categories also use conditions such as New without box or tags and New with defects, all of which belong to invite-only programs.

What happens if Walmart finds condition misrepresentation?

Walmart can remove the items, remove the seller from the Resold program or suspend the account. Walmart does not publish a fixed threshold between these outcomes, so a single confirmed case deserves an immediate fix.

Can I list customer returns as new on Walmart?

Only if the returned unit still meets Walmart’s definition of New, which is unused, unopened, undamaged and factory sealed in original packaging. Opened returns cannot be sold as New, and only Resold sellers can relist eligible seller-fulfilled returns in a Resold condition through the Returns dashboard.
