Quick answer. An eBay MC001 notice means eBay could not verify the registration information on your seller account, so one of the details you entered does not match a document or a data source it checks. The usual culprits are a name, address, date of birth, Social Security Number or EIN that differs from official records, a stakeholder who was never added, a bank account in another name, or a photo ID that is blurry or expired. Payouts usually stay frozen until the mismatch is fixed. Find the single field that failed, correct it across every record, and resubmit clean documents once.
What eBay MC001 Verification Checks at Registration
The Registering as a seller help page lists three things eBay confirms when you sign up to sell. Your identity, the checking account or debit card that receives payouts, and your business details if you register as a business. The page adds that eBay may verify again if you update any relevant information on the account later. A seller who changes a bank account or moves office in year three can see the same notice as a brand new seller.
When a check fails, eBay says it may contact you for more information or put a banner on your eBay account explaining the action required. Sellers usually meet MC001 in exactly that form. A message in eBay Messages, an email copy, and a banner in Seller Hub or My eBay saying the registration information could not be verified.
The legal reason sits in the eBay Payments Terms of Use. The current version was posted on October 21, 2026. It applies from that date to sellers who accept it during new registration and from November 4, 2026 to everyone else. A prior version dated July 30, 2026 is linked from the same page. Part I, Section 2 (Seller Onboarding) says sellers must supply the information eBay requests to verify identity, comply with laws, manage payouts and assess fraud and risk. It also states that eBay cannot issue payouts or tax forms such as IRS Form 1099-K without accurate, complete and up-to-date information.
The same section gives eBay and its affiliates your authorization to verify what you submit. That includes confirming your bank account and identity, pulling third-party reports such as credit bureau reports, and cross-checking other data sources. Your entries are matched against records you never see, so a small difference in spelling can fail a check you thought you passed.
What the MC001 code tells you
eBay does not publish a list of its MC codes on its help pages. Treat MC001 as a reference number and work from the reason written inside the notice and the banner. Before you upload anything, confirm the notice is real. The account restrictions and suspensions page tells members to check Messages, and if a copy of the email is not there, it was not from eBay. Fake verification requests are a common phishing route for stealing ID scans. Upload only through the banner or the Messages link inside your signed-in account.
The first question a reviewer asks
Verification is a matching exercise. The reviewer, or the automated check before any human looks, compares the data you typed with documents and outside records. Our first question on every MC001 file is which field failed, and whether a prior account is involved. A bank account in a nickname, an ID with an old address, an EIN issued to a slightly different legal name and a missing director all produce the same notice. Correcting the one field that failed is faster and safer than re-entering everything.
The second half of that question decides how hard the case is. Account information eBay could not verify sits on the restrictions page as a standard reason for a restriction, next to policy violations and unpaid costs. When the person registering is tied to an earlier restricted account, the verification failure may sit on top of a linked account problem. Our guide to eBay linked account suspensions covers how those connections are made, and our breakdown of eBay’s multiple accounts rules explains which second accounts are allowed.
Identity, Stakeholder and Tax ID Details
The registration page splits the data it needs by seller type. Business sellers face the longer list and the most failure points.
| Seller type | Information eBay asks for | Where it usually fails |
|---|---|---|
| Individual | Full name. Address with country of residence, no PO Boxes. Date of birth. Social Security Number. | Middle name or suffix missing, old address, PO Box entered as the home address. |
| Registered business (sole proprietor or single member LLC, corporation or multi member LLC, partnership) | Legal business name as on registration documents. DBA if any. EIN. Physical business address, no PO Boxes. Identity information for stakeholders. | DBA typed where the legal name belongs, EIN tied to a different name, owners left off. |
| Publicly traded company | The business details above plus the stock exchange and ticker symbol. | Subsidiary name entered instead of the listed parent, or the reverse. |
| Charity or nonprofit | The business details above plus a letter of authorization and proof of nonprofit registration. | The person registering has no written authority from the organization. |
Stakeholders
Business sellers must give individual identity information for stakeholders. eBay’s examples are the primary contact, beneficial owners, directors, partners, principal officers, trustees and anyone else with control of the business. The Payments Terms describe the same duty for beneficial owners, directors and officers, naming the details as name, contact information, nationality, title and government-issued identification.
Missing stakeholders are one of the most common causes of a failed business verification in the files we review. A two-owner LLC registers only the partner who opened the account. A new director joins in month eight and never gets added. A trust holds the shares and nobody lists the trustee. Every person with control belongs on the record, with details that match their own ID.
Tax identification
eBay may ask for an SSN, EIN or ITIN if you have not given one already. The registration page says it uses the number to verify your identity and to comply with laws on consumer protection, online platforms and taxes, and that it stores the number encrypted. The number has to match the name it was issued to. An EIN issued to “Harbor Coast Trading LLC” will not verify against “Harbor Coast Trading” or against the owner’s personal name. Sellers whose payouts stop over the number itself, rather than the name, can follow our walkthrough on eBay taxpayer ID payout verification.
Business models that trigger MC001
- Newly formed entities. An LLC filed last week may not appear consistently in the databases eBay checks, and its bank account may still sit in the owner’s personal name. Register the eBay business account only once the EIN letter, state filing and business checking account carry the same legal name.
- Partnerships and multi member LLCs. These often register through one person. Disclose every stakeholder that eBay’s definition covers, each with matching ID.
- Resellers who rebranded. A store that changed its trading name keeps the old name on the bank account or the old address on the license. The mismatch appears the next time eBay re-verifies.
- Sellers using another person’s details. Registering with a relative’s name, SSN or bank account to get around a past restriction misrepresents identity and can link the new account to the old one. No compliant version of this setup exists.
Sellers already locked out of payouts or listings can ask our eBay account reinstatement team to read the notice and map which record failed.
Bank Account Name Match
Payouts go to a linked checking account or a Visa or Mastercard debit card. The names must match. For a personal account, the first and last name on the checking account must match the eBay account. For a business account, the business name on the checking account must be the name you register on eBay. eBay’s own illustration is a checking account titled “Joe’s Hobby Shop”, which is then the name to use on the eBay business account. The Payments Terms repeat the rule for every Linked Financial Account.
Account type matters as much as the name. The Top Takeaway box on the registration page tells sellers that the checking account type has to match the eBay account type. A business eBay account linked to a personal checking account fails even when every letter of the name matches.
How eBay verifies the account
You enter the name on the checking account, the bank name, the routing number and the account number. If eBay cannot confirm the account from those four details, it offers other routes.
- Bank login. If your bank appears in the Add a bank account list, you sign in to the bank directly. eBay calls this the fastest and recommended option.
- Microdeposits. Two small payments land in the account. They can take up to 4 business days, and eBay asks you not to enter any amounts until both have arrived, since early entries can cause verification problems. The deposits are withdrawn again within a few days.
- Bank statement. If the first two routes fail, eBay may ask for a recent statement.
What the bank statement must show
- The exact account you are registering, owned by you.
- Your first and last name or your legal business name.
- The same address that appears on your eBay account.
- A statement date 3 months old or less.
- At least the last 4 digits of the account number and the bank name. Credit union members use the last 4 digits of the account number, not the member number.
- The original document as a PDF of up to 10 MB. Screenshots and voided checks are refused.
The address line catches more sellers than the name. A bank still mailing to your old apartment produces a statement that fails, even with a perfect name match. Update the address with the bank, wait for the next statement cycle, and submit that one.
Photo ID Requests
In some cases eBay needs a photo of a valid identification document and sends an email reminder with upload instructions. Check that the same request appears in Messages or as a banner before you send anything.
Accepted identity documents
For individuals the registration page lists a US passport, US residence permit, US driver’s license, state-issued non-driver ID card, Employment Authorization Card, Permanent Resident Card and Puerto Rico Electoral ID Card.
For businesses the list depends on entity type. It includes an IRS 147C EIN verification letter, a redacted first page of tax returns from the last 2 years with the business number visible, an unexpired government-issued business license, a tax certificate or permit, and a Secretary of State document bearing the state seal. LLCs and corporations can add Certified Articles of Incorporation or Organization and a Certificate of Good Standing. Partnerships add the partnership agreement. Every listed stakeholder also needs an identity document. IRS forms the customer fills in, such as a W-9, are not accepted.
Upload standards
Names on the documents must match the names on the eBay account, and expired documents are refused. Images must be clearly readable and visible edge to edge, with all 4 corners in the frame. The page warns that eBay may not be able to verify your details if the image is blurry or information is cut off. Accepted formats are JPEG, JPG, PDF and PNG, with a 4 MB cap for photo IDs and 10 MB for other documents.
Common reasons a photo ID fails
- The ID expired, or expires while the review is open.
- The ID carries a middle name or suffix the eBay account lacks, or the reverse.
- The ID shows an address you left 2 years ago.
- The photo is cropped, glared, shot at an angle or compressed until the text blurs.
- The ID belongs to a spouse or partner who is not the account holder or a listed stakeholder.
Why Payouts Stop Until Verified
The registration page puts it in one line. You may not be able to receive your payouts until eBay verifies your details. The Payments Terms explain the wider consequence. If eBay cannot verify your information, it reserves the right to close, suspend or limit the account, rescind access to any or all services and limit access to your funds. For US sellers enrolled in eBay balance, a failed or incomplete identity check suspends that enrollment, and payouts stay blocked until verification succeeds.
Holds and timing
Part I, Section 5 of the Payments Terms names identity verification issues as an example of increased risk that can justify a hold on funds. The hold amount and status show in the Payments tab of Seller Hub or My eBay, and eBay notifies you through the Message Center or email. Holds are released once the risk is reduced or resolved. Once you complete verification, the security and legal assessment behind payouts typically takes up to 2 business days. Funds from a normal sale are generally available within 1 to 2 business days after buyer payment is confirmed, and an initiated payout reaches the bank in 1 to 3 business days. Read our guide to eBay funds on hold if money stays frozen after the banner clears.
What happens while verification is pending
Sales may continue on some accounts while the money waits. If verification fails and the account is restricted, the restrictions page says you may be unable to bid, buy or sell, leave feedback, create or revise listings, contact bidders, reply to eBay messages or update personal information. Payouts may be held until the restriction lifts, and eBay may end listings early with listing fees forfeited. The payout side has its own walkthrough in our article on MC001 payouts unavailable.
First failure compared with repeat failure
eBay publishes no tiers for verification. A first failure caused by a typo or an outdated address usually clears once the field is corrected. Repeat failures change how the file reads. Each attempt that does not match adds another inconsistent record, and a run of them can look like someone registering with details that are not theirs. That pattern is when the Payments Terms consequence of closing, suspending or limiting the account becomes a real risk. Stop resubmitting until you know which field fails.
Other verification steps
Subsection 3 of the Seller Onboarding section says you must provide any additional information eBay needs to verify your identity or payment requests, and that without it some transactions may not complete. Phone verification arrives as its own notice with its own code, covered in our guide on eBay MC002 phone verification.
How to Fix an eBay MC001 Notice
We run the same sequence on every registration case. The position is that the registration is valid and the failure rests on a correctable cause. The work is to find that cause and close it.
- Confirm the notice. Open eBay Messages in your signed-in account and match the MC001 email to a copy there. Screenshot the banner text and note the date.
- Pull every record. Gather the eBay account details, your ID, the IRS EIN letter or SSN card, the state filing, the bank statement and each stakeholder’s ID.
- Compare field by field. Lay the records side by side and mark every difference in name, address, date of birth, tax ID and account type.
- Fix the source record first. If the bank has the old address, change it at the bank. If the EIN letter shows the legal name, change the eBay account to that name. Never edit a document to fit the account.
- Add missing stakeholders. List every owner, director, partner, officer or trustee with control, each with a current ID.
- Resubmit once. Upload current, readable files within the 4 MB or 10 MB caps through the banner, then wait. For microdeposits, allow the full 4 business days before entering amounts.
- Track the outcome. Watch the Payments tab for the hold status and expect up to 2 business days for the payout assessment after verification completes.
A worked example
Consider a hypothetical seller, a two-member LLC selling refurbished camera gear. The eBay account is registered as “Northgate Optics”, the DBA. The IRS 147C letter names “Northgate Optics Group LLC”. The business checking account is correct, but the second member was never added as a stakeholder. Two fields fail. The fix is to change the legal business name on eBay to the name on the 147C letter, keep “Northgate Optics” in the DBA field, add the second member with a current driver’s license, and upload the 147C letter plus a statement under 3 months old. One clean submission replaces three rushed ones.
Verification data match checklist
- Name. Identical on the eBay account, ID, tax document and bank account, including middle names and suffixes, or the legal business name exactly as on registration documents.
- Address. Identical on the eBay account, ID or business registration and bank statement. A physical address, never a PO Box.
- Date of birth. Matches the ID for the individual seller and for each stakeholder.
- Tax ID. SSN, ITIN or EIN matches the name it was issued to, backed by an IRS document such as a 147C letter for an EIN.
- Stakeholders. Every beneficial owner, director, partner, officer or other person with control is listed with matching ID.
- Bank account. Same name and same account type as the eBay account, with a statement 3 months old or less that shows the eBay address.
- Documents. Current, unedited, readable and visible to all 4 corners, in JPEG, JPG, PDF or PNG within the size caps.
- Prior accounts. Any earlier eBay account tied to you or the business is identified and its status known.
Writing the response when eBay asks for more
When eBay requests more information, the reply follows the structure of an appeal. Name the notice and state that the registration is valid. Name the field that failed and the reason, for example a bank account opened before the entity changed its legal name. List what you already corrected, such as the bank record updated, a new statement obtained, a missing director added or a current ID uploaded. Describe the control that keeps it correct going forward. Attach only documents you can produce, and make one request, that verification be completed and payouts restored.
When a prior account is involved
If verification failed because your details connect to an earlier restricted account, correcting fields will not clear it alone. The eBay multiple accounts policy allows several accounts but prohibits registering new ones to avoid buying and selling restrictions or limits. If one account is restricted, eBay may apply similar restrictions to linked accounts, and members who think a link was made in error can contact eBay to appeal. The earlier account has to be dealt with directly, and our guide to appealing a linked account suspension lays out that process.
How to Prevent Registration Verification Failures
Prevention is the fix done in advance. Enter your legal name, address, date of birth and tax ID exactly as official records show them, and link a bank account held in the same name and of the same type. Then keep the records aligned.
- Give one person ownership of the registration record and the documents behind it.
- Update the bank, the state filing and the IRS first whenever a name or address changes, then update eBay.
- Calendar the expiry dates of every stakeholder ID and business license, and replace them before they lapse.
- Add new directors or owners to eBay in the same week they are appointed.
- Keep a dated folder with the current 147C letter, state filing, license and the last 3 bank statements.
High-volume sellers carry an extra yearly step. Our guide to the eBay high-volume seller annual confirmation walks through it.
Regional Differences and the Law
The fields above come from eBay.com. Other eBay sites collect equivalent data through their own registration flows, and the legal duty behind verification differs by region. The table and notes below are general information for sellers and do not replace legal advice on your own account.
| Region | Law | What it requires |
|---|---|---|
| United States | INFORM Consumers Act, 15 U.S.C. 45f, in force since June 27, 2023 | High-volume sellers give the marketplace bank account, tax ID, email and phone details. The marketplace verifies them within 10 days of collection and suspends future sales of a seller who does not comply within 10 days of notice. Sellers certify their information at least once a year. |
| United States | eBay’s high-volume seller definition | 200 or more new or unused items totaling more than $5,000 in a 12 consecutive month period within the last 24 months on ebay.com. At $20,000 in annual eBay revenue, the seller’s name and physical address appear on order details. |
| European Union | Digital Services Act, Regulation (EU) 2022/2065, Article 30 | Before a trader sells to EU consumers, the platform obtains the name, address, phone and email, an ID copy, payment account details, any trade register number and a self-certification. Data is kept for 6 months after the relationship ends. |
| European Union | Platform to Business Regulation, Regulation (EU) 2019/1150, Articles 4 and 11, applying since 12 July 2020 | A statement of reasons for a restriction or suspension, 30 days of notice before full termination, and an internal complaint-handling system. |
| United Kingdom | Retained Regulation (EU) 2019/1150, Article 4 | A statement of reasons and 30 days of notice before full termination, unless a legal obligation, an imperative reason under the law or repeated breaches of the terms apply. |
United States
Under 15 U.S.C. 45f, the section took effect 180 days after December 29, 2022. Subsection (a)(1)(C) requires the marketplace to suspend future sales activity of a high-volume seller who fails to provide the information within 10 days of notice, until the information arrives. Subsection (a)(2)(A) sets the 10-day verification clock. eBay’s INFORM Consumers Act page adds that business sellers in scope also provide a copy of a government-issued ID. An MC001 on a high-volume account can therefore carry a legal deadline as well as a payout freeze. Our guide to eBay INFORM Act business verification covers that track.
European Union
Article 30 of the Digital Services Act makes the platform assess, with best efforts, whether trader information is reliable and complete, using official databases or supporting documents. Traders already selling on 17 February 2024 had 12 months to supply it before suspension. If information is inaccurate and the trader does not correct it, the platform must swiftly suspend sales to EU consumers until it is fixed. Article 30(4) gives the trader the complaint routes in Articles 20 and 21, internal complaint handling open for at least 6 months after the decision and the out-of-court dispute settlement route in Article 21. eBay’s Digital Services Act seller page says business contact details have shown on listings available to EU buyers since early 2024, with no exceptions for registered business sellers. Our guide to eBay DSA trader details for EU sellers goes field by field. The Platform to Business Regulation sits alongside it for business users.
United Kingdom
The DSA does not apply in Great Britain. UK business sellers rely on the retained version of Regulation (EU) 2019/1150, Article 4. It requires a statement of reasons on a durable medium when a listing is restricted or suspended, and at least 30 days of notice before the whole account is terminated. The exceptions in Article 4(4) cover a legal or regulatory obligation, an imperative reason under the law and demonstrated repeated breaches. Separately, the Payments Terms give UK consumers, microenterprises and charities 90 days of notice before eBay terminates the payments agreement, against 14 days in the general case.
Frequently Asked Questions
What does eBay MC001 mean?
eBay could not verify the registration information on your account. The code itself is not published, so work from the reason in the notice and the banner. The fix is usually correcting one field that does not match your documents.
What information does eBay verify?
Name, address, date of birth, SSN or EIN, stakeholder details, bank account name match and sometimes a photo ID. Business sellers also give the legal business name, any DBA and a physical address. eBay can re-verify when you update relevant details.
Can I get paid before verification?
Usually not. eBay says you may not receive payouts until it verifies your details, and the Payments Terms say it cannot issue payouts or 1099-K forms without accurate information. Sales funds wait in the account.
Can eBay close my account for failing verification?
Yes. The Payments Terms let eBay close, suspend or limit the account, rescind access to services and limit access to funds if it cannot verify you. Repeated failed attempts raise that risk, so find the failing field first.
Why did my bank account fail verification?
The name or the account type does not match the eBay account. A personal account needs your first and last name, and a business account needs the registered business name on a business checking account. Old addresses on statements are the next most common cause.
How long does eBay take after I resubmit?
Microdeposits can take up to 4 business days to arrive. Once verification is complete, the Payments Terms say the payout assessment typically takes up to 2 business days. Holds release when the risk is resolved.
Is the MC001 email a scam?
Check eBay Messages in your signed-in account. If no copy of the email is there, eBay did not send it. Upload documents only through the account banner, never through an email link.
