When eBay shows your funds on hold, the buyer has paid but the money is not yet available for payout. eBay applies these transaction holds while it confirms the order was completed, or while it reviews something about your account. The usual triggers are a new account, an occasional selling pattern, unusual sales or a sudden jump in order volume, a high-priced item, an item sold through Authenticity Guarantee, a recent restriction or suspension, and buyer disputes. Most holds release on a published schedule tied to delivery confirmation, so uploading tracking within your handling time is the single most useful thing you can do. A hold with no message attached needs no appeal. A hold that sits past its published window, or one tied to an unanswered request for information, is the one that needs your attention.
What eBay Means by Funds on Hold
eBay’s Transaction holds help page describes the status in plain terms. If funds from a recent sale appear as On hold, the buyer has paid, but the funds are not yet available for payout. In most cases the funds are released after the buyer receives the item. eBay states the hold exists to help make sure the transaction completes successfully and to meet legal and compliance obligations described in its Payments Terms of Use.
Three different things are often called a hold, and it helps to separate them before you do anything else.
- A transaction hold. Funds from a specific order, or from all of your orders for a period, wait until delivery is confirmed or a set number of days passes. This is the most common type and it releases on a schedule.
- A payment dispute hold. When a buyer reports a problem with an order, eBay may hold the funds for that order until the dispute or case is resolved.
- A payout hold. Available funds are blocked from payout, typically until an issue with your account is resolved, such as an identity check or a restriction.
A reserve is a fourth mechanism and works differently, because it holds a percentage of proceeds over time. We cover it in our guide to the eBay reserve on payouts. If your account itself is restricted for money owed to eBay, see our guide to clearing an eBay amount owed restriction.
Where you see the hold
eBay shows when funds will be released in Seller Hub and in My eBay. The Payments Terms state that eBay displays the hold amount and status in the Payments tab of Seller Hub or My eBay, and notifies you through the eBay Message Center and/or email. eBay may also ask you for more information to resolve the issue. If additional action is required before held funds can be released, eBay says it will place a banner on your account and contact you through Messages in My eBay.
That last point matters. A hold that releases on schedule needs no action from you. A hold tied to a request for information does not move until you answer it. The first thing we check in any funds case is whether there is an unanswered message in My eBay.
Why eBay holds funds at all
The Payments Terms give eBay a broad right to restrict access to funds when necessary to manage risks related to providing payment services. eBay posted a revised version of the Payments Terms on October 21, 2026. It applies to sellers who register on or after that date and takes effect for all other sellers on November 4, 2026, and it keeps the same right to place a hold when eBay detects increased risk, such as identity verification issues or buyer disputes. The User Agreement repeats this in its Holds and Restricted Funds section, which says eBay’s payment entities may restrict access to your funds to protect eBay from risk of liability for your actions as a seller. The help page adds the practical reason. Funds on hold may be used to refund the buyer for the same transaction if something goes wrong.
Read that way, a hold is eBay sizing its exposure on each order until the order is complete. Once you see it as a risk question, the path to faster release becomes clear. Reduce the risk eBay can see, and confirm delivery as early as possible.
Reasons eBay Holds Funds
eBay’s help page lists the situations where transaction holds are applied and when the funds typically become available. The Payments Terms add the risk factors eBay weighs, including your selling history, seller performance, seller type, returns and cancellations, chargebacks, eBay Money Back Guarantee claims, the riskiness of the listing category, transaction value and eBay’s ability to collect amounts you owe. Each trigger below maps to one or more of those factors.
New private and business sellers
New sellers have no track record, so eBay waits for delivery before paying out. The published timings differ by seller type and shipping method.
- New private sellers typically receive funds within 2 days after delivery confirmation when the item ships with an eBay label, 7 days after delivery confirmation with a third-party label, or 31 days after the buyer pays when the item ships without tracking. Once a private seller qualifies to receive funds faster, eBay states funds typically arrive within 2 days of the buyer’s payment.
- New business sellers typically receive funds 24 hours after delivery confirmation when the item ships with an eBay shipping label, or 15 days after the buyer pays for all other shipping methods.
Occasional sellers
Sellers without a strong, consistent track record, or with no recent selling history, typically receive funds 24 hours after delivery confirmation for tracked items or 31 days after the buyer pays for untracked items. If you previously qualified for faster funds as a new seller and then stopped selling for a while, eBay may apply this hold when you return, releasing funds 2 days after delivery confirmation or 14 days after the buyer pays.
Unusual sales and sudden growth
When eBay notices unusual selling activity, or a sudden increase in order volume, it emails the seller and then holds funds for future orders and orders not yet delivered. Private sellers in either situation typically receive funds 2 days after delivery confirmation with an eBay label, 7 days with a third-party label, or 31 days after payment without tracking. Business sellers typically receive funds 2 days after delivery confirmation or 31 days after the buyer pays. In both cases eBay states the holds stop once it sees ongoing confirmation of successful deliveries.
This is the hold that surprises established sellers most. A seasonal spike, a new product line, a viral listing or a move into a higher-value category can all look unusual from the outside. The hold is eBay asking for delivery evidence before it releases more money, and it carries no finding against you.
High-priced items, vehicles and Authenticity Guarantee
- High-priced items. For certain high-priced items, funds are typically held for 31 days after the transaction date so the buyer can report issues after receiving and inspecting the item.
- Vehicles eligible for Secure Purchase. The buyer’s deposit is held until both buyer and seller complete Secure Purchase.
- Authenticity Guarantee. Funds are held until the item is inspected. Once the item is on its way from the authentication center to the buyer, funds become available in 24 hours. If the item fails inspection, funds are typically held for up to 31 days until the refund and return are resolved.
Payment disputes and extended holds
If a buyer reports a problem, eBay may apply a payment dispute hold until the dispute or case is resolved. eBay also describes extended holds. If it has concerns about an order in transit, funds may be unavailable longer, for example because of discrepancies in tracking information, issues with your account, or to allow extra time for the buyer to review the purchase. Our guides on eBay payment disputes and chargebacks and Money Back Guarantee cases cover how to close those cases so the held funds move.
Hold reason and typical release time (from eBay’s Transaction holds page)
| Hold reason | Typical release |
|---|---|
| New private seller | 2 days after delivery (eBay label), 7 days after delivery (third-party label), 31 days after payment (no tracking) |
| New business seller | 24 hours after delivery (eBay label), 15 days after payment (other methods) |
| Occasional seller | 24 hours after delivery (tracked), 31 days after payment (untracked) |
| After a restriction or suspension is lifted | 30 days of holds once reinstated, with each order on the same timing as an occasional seller |
| Unusual sales or volume spike, business seller | 2 days after delivery or 31 days after payment |
| High-priced item | 31 days after the transaction date |
| Authenticity Guarantee | 24 hours after the item leaves the authentication center, up to 31 days if it fails |
| Payment dispute | When the dispute or case is resolved |

If the held balance is tied to a restriction rather than a delivery window, our eBay suspension desk works the restriction and the funds request as two separate files.
Release After Delivery or Payment
Almost every schedule above has two clocks. One starts at delivery confirmation and is short. The other starts at the buyer’s payment and is long, usually 31 days. Which clock applies depends on one thing you control, whether eBay can see that the item was delivered.
eBay’s help page is direct about this. For most orders, tracking information helps determine when funds can be released. eBay recommends sending the item and uploading tracking within your handling time once payment is confirmed, and warns that shipping without a tracked service generally means you will wait longer for funds. For local pickup, scanning or entering the buyer’s pickup code, either the QR code or the 6-digit code, provides delivery confirmation.
Why the label you use changes the clock
For new private sellers and for private sellers under an unusual-activity or volume hold, eBay publishes a shorter release window for items sent with an eBay label (2 days after delivery) than for items sent with a third-party label (7 days after delivery). eBay labels upload tracking automatically, so there is no gap between shipment and the tracking record. eBay also notes you can use your On hold funds to buy shipping labels on eBay, which means a hold does not have to stop you shipping.
For a business seller selling higher volumes, the difference between a 24-hour or 2-day release and a 31-day release is large. On a month of sales it can be the difference between steady payouts and a full month of working capital sitting in the Payments tab.
How the 31-day clock works
When no delivery confirmation exists, eBay waits a set number of days after payment, usually 31. That clock runs whether the buyer received the item. It is eBay’s fallback. If you ship untracked items regularly, plan on the long clock for every one of those orders while any hold is in force.
A worked example
Take a composite example. A business seller with a new account sells 40 orders in its first week. Thirty ship with eBay labels and are delivered within three days. Ten ship with a carrier account and the seller forgets to upload tracking for six of them. The thirty eBay-label orders release roughly 24 hours after delivery. The six untracked orders sit until 15 days after payment, because without tracking eBay cannot see delivery. The fix costs nothing. Upload the tracking numbers the same day the parcels are handed over.
Holds After a Restriction Is Lifted
Sellers who come back from a restriction or suspension are often surprised that money keeps arriving slowly after the account is reinstated. That is by design. eBay’s help page states that sellers who were restricted or suspended will experience transaction holds for the 30 days after the restriction or suspension is lifted, while eBay confirms that items are successfully delivered.
During those 30 days, funds for each order become available 24 hours after delivery confirmation for tracked items, or 31 days after the buyer pays for untracked items. If you had already qualified for faster funds as a new seller, eBay states you may receive funds 2 days after delivery confirmation or 14 days after the buyer pays.
Separate this from a payout hold during the restriction itself. eBay’s Account restrictions and suspensions page states that while an account is restricted or suspended, your payouts may be placed on hold until the restriction is lifted. So the sequence is a payout hold while restricted, then 30 days of transaction holds after reinstatement, then normal timing. Our guide on funds held after a suspension is lifted walks through that sequence, and our guide to the eBay selling restriction covers the restriction itself.
First hold compared with a repeat hold
eBay does not publish escalating hold tiers. A hold releases on its schedule and ends when eBay sees successful deliveries. What changes with repetition is the underlying risk picture. A seller who triggers volume holds every season, collects payment disputes, or returns from a second restriction gives eBay more reason to keep holds in place and to add a reserve on top. The Payments Terms list chargebacks, Money Back Guarantee claims and returns among the factors eBay weighs, and they say eBay will release holds once the associated risk is reduced or resolved. The practical answer to a repeat hold is to change the inputs eBay measures.
Releasing Funds Sooner
You cannot switch a hold off, but you can move every order onto the shortest clock eBay publishes. Our approach treats each held order as a small evidence file, asking whether delivery is confirmed, whether there is an open case, and whether there is anything eBay has asked for that we have not supplied.
Confirm delivery on every order
- Upload tracking within your handling time, ideally the same day the parcel is handed to the carrier.
- Use eBay labels where the release window is shorter for your seller type. On hold funds can pay for them.
- For local pickup, scan or enter the buyer’s pickup code at handover. Without it eBay has no delivery confirmation.
- Check that the tracking number matches the carrier and the destination. eBay names discrepancies in tracking information as a reason for extended holds.
Close open cases and disputes
Funds tied to a payment dispute or a Money Back Guarantee case stay on hold until the case is resolved. Respond to every request inside the window shown in the case, supply delivery proof and listing evidence, and resolve what you can directly with the buyer through eBay’s tools. A case left to run its course keeps the money held for the whole period.
Answer every request for information
If eBay places a banner on your account or sends a message asking for information, the hold will not move until you respond. Provide exactly what the message asks for, in the format requested. Identity and tax verification requests are a common cause of payout holds. Our guides to eBay identity verification and taxpayer ID and bank verification cover those requests.
When a hold outlasts the published window
Sometimes funds stay on hold past the schedule even though delivery is confirmed and no case is open. A structured funds request is the next step. Our method for this situation follows a simple position, that funds are payable subject only to genuine, quantifiable liability and any waiting period eBay has stated. Everything in the request supports that position.
- Name the hold and the amount. Identify the orders, the hold status shown in the Payments tab and any message eBay sent.
- State the root cause plainly. Say why the funds were held, for example a volume increase, a recent restriction or a dispute that has now closed. Do not blame buyers, carriers or eBay’s systems.
- Show the corrective facts. Delivery confirmation for each held order, the closed status of any case or dispute, and a reconciliation of what remains open.
- Tie it to the published window. Point to the release timing on eBay’s Transaction holds page and show the date that window passed for each order.
- Make one request. Ask for release of funds not subject to an open liability, with a written accounting of any amount eBay continues to hold.
Submit the request through eBay’s payments support channel, separately from any selling-account appeal. A selling-account appeal and a funds request answer different questions, and mixing them slows both. Keep the tone factual. Reviewers respond to a specific, documented request far faster than to a complaint about cash flow.
Evidence checklist for a held funds request
- Screenshot or export of the Payments tab showing each held order and its status
- Tracking numbers with delivery confirmation dates
- Status of any Money Back Guarantee case or payment dispute, with closure dates
- Copy of any eBay message or banner requesting information, and your response
- A one-page reconciliation showing total held, amount with confirmed delivery and no open case, and amount still exposed
Cash Flow Planning
The sellers who suffer most from holds are the ones who planned around instant payouts. A hold is predictable once you know which schedule applies to you. Plan for it the same way you plan for inventory lead times.
Plan by business model
- New sellers. Build sales gradually. Start with items you can ship quickly with eBay labels, so most orders release shortly after delivery while your track record builds. Keep enough cash to restock for at least one full release cycle.
- Seasonal and fast-growing sellers. Expect a volume hold when orders jump. Before a known peak, make sure every order will ship tracked, and hold back cash to cover the gap between sale and release. Do not commit supplier payments that depend on payouts arriving at normal speed during the spike.
- High-value and Authenticity Guarantee sellers. Treat 31 days as the default for high-priced items and for any Authenticity Guarantee item that might fail inspection. Price your working capital accordingly.
- Sellers returning from a restriction. Budget for 30 days of transaction holds after reinstatement and ship everything tracked during that period.
- Local pickup sellers. Make code scanning part of the handover routine. A missed code puts the order on the long clock.
Use the Payments tab as a forecast
The Payments tab shows the expected release date for each held order. Review it weekly. Sort orders by expected release, total what arrives each week, and compare that with what you owe suppliers and carriers. This turns the hold from a surprise into a line in your cash forecast.
Keep amounts you owe at zero
The Payments Terms list eBay’s ability to collect amounts you owe among the factors it weighs when assessing risk. A negative balance from refunds or unpaid fees makes holds more likely and can lead to a restriction of its own. Keep a valid payment method on file and clear any negative balance quickly.
Regional Differences and the Law
eBay applies transaction holds across its regional sites, but the paying entity and the legal framework differ by region. The Payments Terms name the payment entities, including eBay Commerce Inc. in the United States, eBay S.à r.l. in Luxembourg for several EU sites, and eBay Commerce UK Ltd. Read the part of the Payments Terms that applies to your payout entity.
- United States (ebay.com). The relationship is contractual. The User Agreement and the Payments Terms set out when eBay may hold funds, and the User Agreement selects Utah law and contains an agreement to arbitrate unless you opted out. Under general US contract law, every contract carries an implied duty of good faith and fair dealing, which is why a funds request is framed around eBay applying its own published schedule. The Payments Terms also state that for eCI and some other payout entities, eBay may keep a portion of funds after account closure to cover refunds or disputes and will return unused amounts within 190 days of closure unless the law requires otherwise.
- United Kingdom (ebay.co.uk). eBay’s UK help page, titled Payments on hold, describes the same hold types with similar timings, for example funds typically available 2 days after delivery confirmation or 31 days after payment for unusual selling patterns. Business sellers are protected by the retained Platform-to-Business Regulation, Regulation (EU) 2019/1150, Article 11, which requires an internal complaint-handling system, and Article 12, which provides for mediation. Those are the routes for a payment or payout dispute.
- European Union (ebay.de and other EU sites). Business sellers have the same rights under Regulation (EU) 2019/1150, Articles 11 and 12. The Payments Terms also note that for consumers in Germany, eBay S.à r.l. applies holds as described in a separate section of its part of the terms, so private sellers in Germany should read that section. Where a hold relates to a regulatory obligation, the Payments Terms mention compliance with EU DAC7 tax reporting as an example. Private sellers on EU sites can also use the Digital Services Act, Regulation (EU) 2022/2065. Recital 58 says the internal complaint route against a platform decision should stay open for at least six months from the date you were told of the decision, and the Act adds out-of-court dispute settlement on top.
The law gives context. eBay’s published schedule and the evidence you supply are what move the money. For a held balance large enough to justify a formal complaint or mediation, get advice from a lawyer licensed where your payout entity sits.
Frequently Asked Questions
Why is eBay holding my money?
eBay holds money while it confirms the order was completed or reviews a risk on your account. The listed reasons include being a new or occasional seller, unusual sales or a sudden increase in orders, a high-priced item, an Authenticity Guarantee item, a recent restriction or suspension, and a buyer dispute. Each reason has its own release schedule on eBay’s Transaction holds page.
When does eBay release held funds?
Most holds release shortly after delivery confirmation, usually within 24 hours to 7 days depending on seller type and label, or 31 days after payment when there is no tracking. New business sellers without an eBay label wait 15 days after payment. High-priced items are typically held 31 days after the transaction date.
How long is the hold after a restriction is lifted?
eBay applies transaction holds for 30 days after a restriction or suspension is lifted. During that period each order releases 24 hours after delivery confirmation for tracked items or 31 days after payment for untracked items. Sellers who had qualified for faster funds may see 2 days after delivery or 14 days after payment.
Can tracking speed up release?
Yes, tracking is the main lever you control. Confirmed delivery moves an order onto the short release clock, while untracked orders wait on the 31-day clock from payment. Upload tracking within your handling time, and use eBay labels where they give a shorter window.
Do high-priced items get held?
Yes, eBay lists high-priced items as a hold reason. For certain high-priced items, funds are typically held for 31 days after the transaction date so the buyer has time to inspect the item and report issues.
Get Help With eBay Funds on Hold
Most transaction holds clear on their own once delivery is confirmed and cases are closed. Where we help is the hold that outlasts the published window, the payout hold tied to an account review, or the balance that keeps getting held after reinstatement. We reconcile the held orders, document delivery and case status, and prepare a structured funds request that asks eBay to apply its own schedule.
See our eBay suspension and reinstatement service, submit your case for an assessment, or book a consultation to review your hold before it affects your next restock.
