Etsy Sanctions Block and Funds Held by Payment Processors

By August 29, 2026November 2nd, 2026No Comments24 min read

An Etsy sanctions block on your money means one of three things, and each has a different owner. A third-party processor declined the buyer’s payment, Etsy placed a hold or deposit delay on your payment account, or Etsy is keeping funds it cannot release for compliance reasons. Etsy’s Sanctions Policy, last updated on August 20, 2026, states that payment processors may independently monitor and block transactions under their own compliance programs, and that Etsy has no authority over those decisions. The Etsy Payments Policy, last updated on July 31, 2026, lets Etsy hold funds tied to an investigation for the shorter of 180 days after the estimated delivery date or the end of the investigation. A false positive on a name or address clears with a clean set of identity, location and order documents. A real sanctions connection is decided by the law, and no platform appeal will release that money.

How an Etsy Sanctions Block Holds Your Money

Sellers describe every version of this problem as “my money is frozen.” In practice there are three different situations, and each has a different owner and a different fix.

1. A buyer’s payment is blocked before it completes

A processor screening the transaction declines it. The order may never complete, or Etsy may cancel it. Under the Payments Policy, transactions are considered complete only once the payment is approved by Etsy or its fraud analysis service provider, and only completed transactions appear as a balance in your payment account. A blocked buyer payment therefore usually means no money reached your account at all. The question becomes whether the order can be fulfilled, and for a sanctions decline it usually cannot.

2. Etsy holds or delays funds already in your payment account

Section 7B of the Etsy Payments Policy gives Etsy three tools.

  • A hold. If Etsy believes a seller’s actions may result in disputes, chargebacks, fraud or other claims, or if applicable law requires it, it may put a hold on the payment account balance, and on any accounts it determines are related.
  • A deposit delay. The number of days between a sale and the day the net amount becomes available for deposit. It can be set anywhere from 0 to 180 days and applies across all of a seller’s transactions.
  • A reserve. A percentage of funds held on a rolling basis when Etsy believes there may be a high level of financial risk. A variable reserve can delay funds for up to 180 days or hold them as a reserve for up to 90 days, subject to periodic review.

The words “if applicable law requires it” matter in a sanctions case. A hold placed for legal compliance is not driven by your shipping performance, so the usual reserve fixes do not reach it.

3. Funds Etsy cannot release

Section 7F of the Payments Policy covers the final category. If a seller is refused service under the Terms of Use, the funds remain with Etsy and the balance stays available in the seller’s payment account. If the seller fails to update information to claim the funds within a period of time, or Etsy cannot release funds to the seller for compliance reasons, Etsy will escheat the funds to the relevant government authority as escheatment law requires. Where a real sanctions connection exists, this is the category the money falls into.

Account status and payout status are separate

A hold on funds does not by itself mean your account is closed, and an open account does not mean your money is free. Check both. Shop Manager shows whether the shop is active, in vacation mode or suspended. The payment account shows available funds, pending funds and any reserve. Etsy’s reserve help article explains that reserve details, including the holding period and percentage, appear in the payment account, and that the monthly statement CSV has an Availability Date column showing when reserved sale funds are expected to become available.

Why Payment Processors Freeze Sanctioned Funds

Etsy does not process payments alone. The Payments Policy states that Etsy has engaged third-party service providers for card processing, disbursements, currency exchange, identity verification, fraud analysis and regulatory compliance, and that it partners with Worldpay, PayPal, Adyen, Payoneer and other licensed payment providers. Each of those providers runs its own sanctions program.

Each processor answers to the law directly

A payment provider subject to U.S. jurisdiction must comply with OFAC regulations. When property belongs to a blocked person, it must be blocked, and OFAC’s reporting rule at 31 C.F.R. 501.603 requires an initial report within 10 business days of the date the property becomes blocked, plus an annual report of all blocked property held as of June 30, filed by September 30. That authority traces to the International Emergency Economic Powers Act, enacted on December 28, 1977 as Pub. L. 95-223. Providers in the EU and UK follow EU restrictive measures and UK sanctions regulations made under the Sanctions and Anti-Money Laundering Act 2018. None of those obligations depend on Etsy’s view of your shop. Etsy’s policy states it has no authority or control over the independent decision-making of these providers.

What the Etsy Sanctions Policy covers in 2026

The August 2026 version of the Etsy Sanctions Policy names Crimea, Cuba, Iran, North Korea, the so-called Donetsk People’s Republic, the so-called Luhansk People’s Republic and the Kherson and Zaporizhzhia regions of Ukraine. It also restricts exports of certain items to Syria, certain activity and luxury-goods exports involving Russia and Belarus, and U.S. imports of certain Russian-origin goods such as fish, seafood, non-industrial diamonds and gold. Items made outside the U.S. that fall under U.S. forced-labor laws are restricted too. On the party side, the policy screens against two OFAC lists, the Specially Designated Nationals list and the Foreign Sanctions Evaders list.

Two exceptions matter for release requests. Cuban nationals are restricted wherever they live unless they hold citizenship or permanent residency outside Cuba. Informational materials such as publications, films, posters, photographs and certain artworks are exempt for several of the named regions, and qualifying agricultural commodities are exempt for the DNR, LNR, Kherson and Zaporizhzhia. Etsy can also ask a seller for more information or require the country of origin to appear in a listing.

How a name match is tested

OFAC publishes its own method for assessing a possible name match, and processors follow the same logic. A match on a first or last name alone is weak. A different date of birth, identification number or nationality usually disqualifies it. A shared address is weak too, because several businesses can sit at one address. Run your own name through the Treasury Sanctions List Search before you answer, so you know which entry triggered the screen and which of your details differ from it.

Why a processor’s screen can be wider than Etsy’s

Processors screen names, addresses, card issuing countries, bank locations and IP data. A legitimate seller can be flagged because a buyer’s card was issued in a restricted country, because a name resembles a listed person, or because an address field contains a word that appears in a sanctioned region’s name. The processor sees a match and stops the transaction. Etsy may then act on your account if it receives notice that your activity violates a third party’s service agreement, which Section 3 of the Payments Policy allows.

Which processor is involved depends on where you are

The contract and the money route differ by region, which affects who you deal with.

Payoneer marketsSellers in listed countries onboard through PayoneerFunds sent to a Payoneer Payment Account are subject to Payoneer’s own terms, and Etsy states it is not responsible for funds after they are sent.

The table shows the general structure, and the facts of your own shop decide which rules apply. For a pure payment dispute, the EU route is the P2B complaint-handling system and mediation. The Digital Services Act’s complaint rules are built for decisions about illegal content or terms breaches, so they fit an account action better than a payout question.

First-time flags compared with repeat flags

Etsy does not publish warning tiers for sanctions holds, and the outcome turns on whether a sanctions connection exists. Still, history changes how a hold plays out. A first false positive answered with complete documents is usually a single investigation that closes. A second flag on the same issue, such as another order to a restricted destination, tells Etsy and the processor that the seller’s controls are not working. The Payments Policy lists suspensions or warnings already received among the factors Etsy uses to decide whether to apply a reserve and how large it should be. Repeat flags can therefore leave a seller with a standing reserve long after the original hold is resolved.

A repeat name match is different. If the same name triggers the same screen again, the documents that cleared it the first time should clear it again. Keep the exact file you sent, with the date, so the second response is identical and fast. If the screen keeps firing on a name, say so in the response and ask that the cleared result be noted on the account.

If the held balance covers payroll or the flag is a repeat, our Etsy suspension specialists can test the sanctions facts before anything goes back to Etsy or the processor.

What Shortens or Releases the Hold

The release path depends on the category.

Reserves depend on tracking and time

Etsy’s reserve help article is specific. Funds are released from a reserve when the seller adds tracking and Etsy can verify the order is in transit, or when the default holding period passes if no tracking was provided. Reserved funds are released immediately if Etsy can confirm the order has shipped. A digital download never enters the reserve, according to that help article. Etsy also states that Star Sellers will not have a reserve placed on their shop, and that it regularly evaluates accounts to decide whether a reserve is still needed.

The same article states that for most sellers the reserve is removed within 90 days, and that Etsy monitors the shop during that time and can extend the reserve if fulfillment concerns appear. The 90-day figure in Section 7B of the Payments Policy is a separate cap on a variable reserve deducted from the balance, subject to periodic review. Released funds become available at 6pm ET on the day they leave the reserve. A sanctions investigation hold does not follow the reserve clock, so plan on the dates shown in your payment account and the 180-day outer limit.

Holds last until the end of the investigation

In a sanctions case the practical lever is the investigation. When Etsy or the processor receives documents that resolve the match, the investigation can close. A complete, organized response is the one thing a seller controls that can bring the end date forward.

Processor blocks follow the processor’s own review

If a processor blocked a transaction, Etsy cannot override that decision. The release request has to satisfy the processor’s compliance team, usually routed through Etsy or through the provider named in your notice. Answer through the route your notice names, and send the same documents to every party involved so the records match.

Compliance-blocked funds can be released only by the law

Where funds belong to a person or transaction that sanctions law prohibits, the money can only move with authorization from the government authority that administers the program, such as an OFAC license. Etsy’s role is limited by Section 7F of the Payments Policy, under which it keeps the funds and, where it cannot release them for compliance reasons, escheats them as required. No appeal argument changes that. The first question in every case is whether a real sanctions connection exists.

What does not shorten a hold

  • Repeated messages asking for the money without new documents.
  • Changing bank details. Under the Payments Policy, after you provide or change bank information you must wait at least five calendar days before a deposit can be requested, as a security precaution.
  • Opening another account. Holds and recoupment can extend to accounts Etsy determines are related.

Documents That Support a Release Request

We frame the release request around one position, that the shop, its owners and its transactions are outside sanctioned parties and regions, and the documents confirm it. The root cause names what was flagged. The evidence answers that specific flag. Sending everything you own buries the one document that matters.

Name similarity

  • A clear, unaltered government ID showing full name, date of birth and expiration date, matching the name on the Etsy account.
  • Proof of address in a non-sanctioned country, such as a recent bank statement or utility bill.
  • For a company, the registration document, the registered address and the owners and controllers. Etsy’s business verification asks for ultimate beneficial owners with at least 25 percent, so the list should match what Etsy already holds.
  • For a seller with Cuban nationality living elsewhere, proof of citizenship or permanent residency outside Cuba, since the Sanctions Policy names that exception.

Shipping destination

  • The order record and the full shipping address.
  • If the address was misread, evidence of the correct location, such as the postal code and carrier tracking.
  • If the destination was restricted, proof that the order was cancelled and refunded and that the shipping profile now excludes the destination.

Item origin

  • Supplier invoices that state the country of origin.
  • Listing records showing origin as disclosed.
  • For informational materials, the reason the item qualifies for the exception in the policy.

Seller location

  • Proof of residence outside sanctioned areas.
  • A short statement of where the shop is operated from and by whom, and whether any team member or tool, such as a VPN, could have shown a restricted location.

Before sending, confirm every name, date of birth and address matches across documents and the Etsy account, remove nothing except account numbers you are not asked for, and keep a copy of exactly what you sent and when.

How we structure the request

  1. The notice and the position. Name the notice and the Sanctions Policy. State that no sanctions connection exists.
  2. Root cause. Name the flagged item, whether a name similarity, a destination, a payment origin or an item origin.
  3. Corrective actions. Identity and location confirmed, address data corrected, non-compliant orders cancelled and refunded.
  4. Preventive measures. The screening step that now runs before shipment and the shipping profiles that block restricted destinations.
  5. Evidence. Only the documents that answer the flag.
  6. One request. Close the investigation and release funds not tied to genuine buyer liability.

If the account itself was permanently suspended, the funds question sits inside a larger case. Etsy’s appeal process requires an appeal through the Appeals Center within 6 months of the suspension, and a decision can take up to two weeks. Our guides to the Etsy sanctions policy and account blocks and the permanent suspension appeal cover that side.

A composite example of a destination flag

The scenario below is a generic composite of a common pattern. It does not describe any one client. A U.S. shop selling printed home decor ships worldwide through a default shipping profile. An order arrives with a delivery address in a region the Sanctions Policy names. The processor declines part of the payment flow, Etsy cancels the order, and a week later the shop sees a hold on its balance with a reference to sanctions compliance.

The release request that works here does not argue that the order was innocent. It states that the order was cancelled and refunded, that no item was shipped, that the shipping profile allowed the destination in error and has been corrected, and that a screening step now checks every international order before a label is bought. The evidence is the order record, the cancellation and refund record, the updated shipping profile and a short screening procedure with the name of the person who runs it. That is a narrow gap, honestly described and closed. It is the kind of record an investigation can close on.

Compare a seller whose supplier turns out to source finished goods from a sanctioned area. That seller cannot document a clean origin, so the listings come down permanently and the funds tied to those sales may be retained. The difference between the two cases is the facts, and no wording changes them.

Cash Flow Planning While Funds Are Held

A hold can last months. Plan for the published maximums and treat an early release as a bonus.

Know the numbers

  • Held balance. The amount in the payment account that is pending or reserved.
  • Exposure. Open orders, likely refunds and cases. Under the Payments Policy, reserve funds can be used to cover refunds, chargebacks, claims and fees, and Etsy may charge your card on file if the balance cannot cover them.
  • Fixed costs. Materials already ordered, staff, subscriptions and Etsy fees.
  • Earliest and latest release dates. The Availability Date column in the monthly statement CSV, and the 180-day outer limit for an investigation hold.

Reduce what the hold has to cover

Get every open order into the carrier network with a scannable tracking number. Etsy states reserve funds tied to an order are released once tracking shows it in transit. Answer buyer messages quickly and resolve cases before they escalate. Every refund or chargeback paid from the held balance reduces what you eventually receive.

Protect the card on file

If refunds and fees exceed your current and pending balances, Etsy charges the card on file for the difference. Keep enough room on that card for the refunds you can foresee, or you may face a declined charge on top of the hold.

The rule we use is to never count held funds as income until Etsy shows them as available funds.

When to bring in legal counsel

Most holds we see are false positives or operational gaps that documents resolve. Bring in a qualified sanctions lawyer before you respond if any of the following apply. You or a business owner live in or travel to a sanctioned area. A supplier or customer may be a listed party. You have shipped goods to a restricted destination. The amount held is large enough that a license application to the relevant authority is worth considering. Etsy’s own policy closes with the same advice, that for legal advice you should consult a qualified professional.

Business models most exposed

International shippers without destination screening carry the most risk of a blocked buyer payment and a cancelled order. Build shipping profiles that exclude restricted destinations and review international orders before buying labels.

Sellers sourcing materials or finished goods from sanctioned regions risk disabled listings and holds tied to item origin. Document origin for every product and remove anything you cannot document.

Owners whose names resemble listed persons face false positives that recur. Keep the identity file current, keep the account name identical to the ID and answer the first request completely.

Our guide to sanctions screening for Etsy sellers sets out the controls for each model, and our product safety and quality service audits catalogs for origin documentation.

What Never to Do While Funds Are Held

  • Do not ship an order Etsy or a processor blocked. If the payment failed you may not be paid, and if the destination is restricted you have created a sanctions violation of your own.
  • Do not ask the buyer to pay another way. Etsy’s Seller Policy prohibits facilitating off-platform transactions, and moving a blocked transaction off the platform is evasion.
  • Do not change bank details to route around the hold. It adds a security delay and looks like an attempt to move money out of reach.
  • Do not open another shop to keep selling. The Terms of Use and Payments Policy allow holds and suspension to reach related accounts.
  • Do not edit or crop documents. Etsy requires ID images to be clear, legible and unaltered. An altered document turns a name match into an honesty problem.
  • Do not argue with the law. If a real connection exists, the response is to stop the activity and seek legal advice. A platform appeal is the wrong tool.
  • Do not ignore open orders and cases. Refunds come out of the held balance, and unresolved cases can stop reserve funds from being released.

Frequently Asked Questions

Who holds my money after an Etsy sanctions block?

It depends on where the block happened. Third-party payment processors may block transactions independently under their own compliance programs, Etsy may hold or delay funds under its Payments Policy, and funds Etsy cannot release for compliance reasons stay with Etsy and may be escheated. Direct the release request to the route named in your notice.

How long can Etsy hold my funds?

Etsy can hold funds tied to a significant dispute or investigation for the shorter of 180 days after the estimated delivery date or the end of the investigation. Deposit delays can run from 0 to 180 days. Funds blocked because a real sanctions connection exists can stay frozen until the relevant authority permits release.

Can a sanctions hold on my Etsy payment account end early?

A reserve can end early, because Etsy releases reserved funds immediately once valid tracking shows the order in transit, and for most sellers the reserve is removed within 90 days. A sanctions-related hold ends when the investigation closes, so the lever is a document set that resolves the exact flag.

Is my Etsy shop closed if a sanctions block holds my funds?

No, a funds hold does not by itself close your account, so check the account status in Shop Manager separately from the payment account. An account can be active with funds on hold, or suspended with a balance that is still due to you.

How do I stop another Etsy sanctions flag on my payouts?

Screen your location, suppliers and item origins against sanctioned regions and lists before selling. Exclude restricted destinations in shipping profiles, document the origin of every product and keep your identity documents matched to your account.

Which places trigger the Etsy sanctions block?

The policy names Crimea, Cuba, Iran, North Korea, the DNR, the LNR and the Kherson and Zaporizhzhia regions, plus restrictions tied to Syria, Russia and Belarus. A name on the OFAC SDN or FSE list triggers it regardless of location.
