Shopify Payments Suspended During a Compliance Review

By October 10, 2026November 2nd, 2026No Comments22 min read

When Shopify flags a store for a compliance review, Shopify’s help center states that the store becomes temporarily unavailable and, if the store uses Shopify Payments, the Shopify Payments account is temporarily suspended during the review. The owner then has 3 consecutive days from the email notification to submit an appeal with business information and a valid government-issued ID, or the store is terminated. The fastest way to get money moving again is to answer the review completely inside that window, then deal with any payout hold or reserve that follows by replying to Shopify’s email with documents that match the stated reason.

How Shopify Payments Is Suspended and Funds Are Held During a Compliance Review

A compliance review touches your money in three distinct ways, and each one follows different rules. Merchants lose time when they treat them as one problem.

1. The suspension during the store review

Shopify’s page on handling a store review says stores are flagged only when there are serious concerns about compliance with the Shopify Terms of Service, the Shopify Acceptable Use Policy or the Supplementary Terms for E.U. and U.K. Merchants. While the review runs, the store is temporarily unavailable and Shopify Payments is temporarily suspended. That means no new storefront sales are being processed through Shopify Payments for as long as the review lasts. Shopify does not publish a review duration. It does publish the merchant’s deadline, an appeal inside 3 consecutive days of the email, or termination.

2. A Shopify Payments account hold

Shopify runs a separate hold process for Shopify Payments accounts. Its account holds page explains that a hold can be placed for reasons related to information requirements, incorrect bank account details or product eligibility, and lists other factors, including whether the business type is supported, sanctions related to your location, and creditor or legal action. Shopify Payments accounts are subject to standard reviews throughout the account’s lifespan. During a hold, Shopify says you can keep working on your store but cannot receive payouts through Shopify Payments until the reason for the hold is resolved. In most cases customers can still check out, but in some cases the store cannot accept new orders, and the banner in the admin or the owner email tells you which applies.

3. A reserve

A reserve is a different tool again. Shopify describes it as a temporary hold on a portion, and in some cases the full amount, of transactions processed through Shopify Payments for a specified period, to protect against losses from disputes and refunds. Reserves generally do not stop you from accepting payments unless Shopify says otherwise. The terms are sent by email. Shopify’s examples include a fixed amount of $1,000 held for 120 days and a 10 percent reserve held for 120 days, where 90 percent of each transaction pays out normally.

What the Shopify Payments Terms allow

The Shopify Payments Terms of Service set the contract behind all three. Shopify may suspend a Shopify Payments account and access to the payment services, or terminate the agreement, at any time and for any reason. That includes where it determines the merchant may be ineligible because of risk such as significant credit or fraud risk, or where the merchant does not comply with the agreement or the payment processor terms. On reserves, the terms say Shopify sets the terms of any reserve account and notifies you of them. A reserve may require a certain amount, including the full amount, of funds received for a transaction to be held for a period of time. Shopify may change the terms at any time based on your processing history or at a payment processor’s request. The terms also state that you are not entitled to interest on reserve funds and have no right to direct that account.

If the review ends in termination, the Payments Terms say funds in the financial services provider’s custody are paid out subject to the payment processor terms, and that a payment processor may continue to hold funds it deems necessary pending chargebacks, disputes, fees, refunds or other investigations or proceedings. Money does not vanish with a closed store, but its release follows the processor’s risk timeline.

Creditor and legal holds are a separate category

Shopify’s account holds page notes that the payment processors that support Shopify Payments, such as Stripe, PayPal or Adyen depending on your region, may receive legal notices from third-party creditors. When that happens, the processor is legally required to hold the amount specified in the notice. Shopify says it cannot remove this type of hold. Only the processor can, after receiving a release directly from the creditor. If your notice mentions a creditor or legal action, the compliance review documents will not release that money, and you need to resolve the matter with the creditor, with independent counsel if needed.

ID and Business Documents That Answer the Review

The review form is short. Shopify asks for information about your business and an upload of a valid government-issued ID, and invites optional extra documentation such as proof of business association and proof of inventory. After submission, Shopify examines your documents, identity verification and explanations, decides, and emails the outcome to the store owner’s address. If the appeal succeeds, you may need to re-add a billing payment method in the admin.

The authority point we make to every client in this position is that the 3 day window is the whole game. The first question is whether the owner can produce ID and business documents today. If yes, submit today. If something is missing, submit what is complete inside the window and explain precisely what is coming and when, because a late appeal is no appeal.

Government-issued ID

Shopify’s identity verification page sets the standard. It asks for a valid, government-issued photo ID such as a passport, driver’s license or national identification card, and in its verification flow a selfie or short liveness check. It asks you to photograph the original physical document, notes that scans, photocopies and screen images are not accepted, and requires all four corners to show. The name on the document must exactly match the name on the Shopify account, and the date of birth must match account details. Shopify also suggests turning off VPNs or proxies during upload.

The most common ID failure we see is a name mismatch. The account was opened under a nickname, a married name or a business partner’s name. If that is your situation, say so in the explanation and attach the document that links the two names.

Business information

Give the legal name of the business, its registration number and jurisdiction, the registered address, the trading name used on the store if different, and a plain description of what you sell, where you source it and where you ship. Match it to what customers see. Section 4 of the Shopify Terms of Service requires public-facing contact information, terms of service, a refund policy and shipping policies on the store, with contact information that includes your name, address, telephone number and email address. If the store’s public details and the appeal disagree, the reviewer will notice.

Proof of business association

This shows that the person whose ID you uploaded controls the business. Typical documents are the registration record naming the owner or director, an operating agreement or share register, or a tax registration in the business name with the owner listed.

Proof of inventory

This shows the goods exist and come from a real source. Supplier invoices that match the products on the store, receiving records and, for print-on-demand or dropship models, the supplier agreement and a recent order record all work.

If this is already affecting your Shopify account, our Shopify suspension team can review the notice and prepare the response with you.

What Shortens or Releases the Hold

Shopify publishes specific release mechanics for each stage. None comes with a guaranteed timeline, so focus on the actions Shopify says move each one.

The review suspension

The suspension lifts only through the review. A complete, consistent appeal submitted early in the 3 day window is the single biggest factor you control. Shopify’s terms violations page notes that it may reach out for additional details or documentation and will notify you by email whether the appeal is approved or denied. Answer any follow-up the same day.

A payout hold

Shopify is direct on this point. The fastest way to resolve a hold on your Shopify Payments account and continue receiving payouts is to provide any information that has been requested and to reply directly to any email from Shopify. Only the store owner can access Shopify Payments account details, and only the owner can resolve the hold. Staff may see a generic prompt telling them to contact the owner.

A reserve

Shopify’s reserves page lays out three paths. Before a reserve expires, the account is reviewed to decide whether to keep, reduce or raise it based on risks such as chargebacks or refunds. To appeal a reserve, you reply to the email detailing the reserve terms within the timeframe it specifies. Some reserves cannot be appealed. If the reserve email lists specific requirements for removal instead of inviting an appeal, the reserve is removed automatically once you meet them. At the expiry date, if no extension is required, the reserve amount is included in upcoming payouts, which can take several business days to process. Shopify also notes that a reserve can be released early.

What a reviewer is weighing

The reserve page lists the risk indicators that lead to a reserve, which are extended billing cycles such as annual subscriptions, elevated chargeback activity, an increased refund rate, industries with extended delivery timelines such as custom orders and pre-orders, and significant volume surges. A release request works when it shows the specific risk is lower than it was when the reserve was set. Arguments about hardship do not change the risk picture.

If your store was restored but Shopify Payments was not, Shopify’s termination page confirms you can submit a separate appeal for Shopify Payments access. Our parent guide on the Shopify compliance review lock covers the store side in detail.

Documents That Support a Release Request

Our method for these cases starts from one position. The store is compliant, or has been corrected, and the lock can be released on review of the record. The root cause names the review scope, whether that was products, claims or business documents. The corrective section shows the flagged items were fixed and the documents supplied. The preventive section shows the controls that keep it from recurring. Each document below does a specific job in that argument.

Release request checklist with the documents that match each hold reason
  • Copy the exact reason from Shopify’s email or admin banner into the first line of your notes.
  • Confirm the store owner is the person replying, because only the owner can resolve a Shopify Payments hold.
  • Photograph the original government-issued ID. Check the name and date of birth match the account.
  • Attach the business registration and one document that ties the owner to the business.
  • Attach supplier invoices covering the products currently listed.
  • For regulated products, attach the compliance documents your market requires.
  • List every product or claim you removed or changed, with dates.
  • For a reserve, attach a short chargeback and refund summary for the period Shopify reviewed, and the fix for each main dispute reason.
  • Check the payout bank account is in the business name and matches your documents.
  • Reply to the original email thread, inside any timeframe it sets, in one complete message.

How to write the reply

Keep it short and ordered. Open by naming the notice and the reason Shopify gave. State your position in one sentence. Name the root cause in plain language. List corrective actions already completed, with numbers. List the preventive controls now running, with the person responsible. Reference each attachment where it does its work. Close with one request for release of the suspension, hold or reserve on the corrected record. Do not threaten, do not plead hardship and do not attach anything you cannot stand behind.

Business Models That Trigger Reviews and How to Run Each One

Three business situations produce most of the compliance reviews we see, and each has a compliant way to operate that also lowers the chance of a reserve later.

New stores with incomplete business information

A new store selling fast with no clear owner, no public contact details and payout details that do not match the business name is the profile a review is built to test. Shopify’s account holds page also notes that after you first set up Shopify Payments you can accept payments right away, but if Shopify’s banking partners need more information, the account is put on hold until your details can be verified.

To run it compliantly, complete every business field in Shopify Payments setup at launch, use a bank account in the business name, publish the contact details and policies Section 4 requires and keep the ready file of ID and registration documents from day one.

Stores in sensitive categories such as supplements or CBD

Product eligibility is listed by Shopify as a reason for account holds, and the Acceptable Use Policy reminds merchants that they cannot use Shopify to do anything illegal where they do business. Shopify Payments also has its own prohibited and restricted business list, so a product can be acceptable on the store and still raise a payments question.

To run it compliantly, check each product against the Shopify Payments rules for your country before listing, keep a compliance file per product and restrict shipping to markets where the product is lawful. Our product safety and quality service builds that file with you.

Stores whose marketing raises claim concerns

Claims that cannot be supported tend to produce refunds and chargebacks, which feed directly into the reserve indicators Shopify lists. A store that promises results it cannot deliver often ends up with both a review and a reserve.

To run it compliantly, support every claim with evidence on file, remove the ones you cannot support and make sure ads and landing pages say the same thing as the product page. Our guide on Shopify stores closed for deceptive practices goes deeper on claims.

Cash Flow Planning While Funds Are Held

Merchants underestimate how quickly a payments suspension becomes a supplier problem, a payroll problem and an advertising problem at the same time. Plan for the hold lasting longer than you hope, because Shopify publishes no review duration and its reserve examples run 120 days.

Step 1. Separate the money into buckets

On the Shopify Payments payouts page, Shopify shows two components when a reserve applies, the payout balance, which is captured funds not yet added to a scheduled payout, and reserved funds, which are held until the reserve period ends. Your total balance is the sum of the two. Shopify explains how to export order transactions from Finance, then Payouts, and filter for reserve transactions. Do that export now and build your plan from it.

Step 2. Freeze discretionary spend

Pause advertising that sends traffic to an unavailable store. Delay inventory orders that depend on payouts you do not have. Keep the spend that protects the business, meaning customer service, fulfillment of paid orders and the tools you need for the appeal.

Step 3. Protect open orders

Customers who paid before the review still expect their goods. Fulfill what you can and communicate honestly about delays. Unfulfilled orders lead to refunds and chargebacks, and Shopify’s Payments Terms let it deduct amounts you owe, including chargebacks, from your payout account or reserve. Every avoidable dispute you create now makes the reserve picture worse later.

Step 4. Talk to suppliers early

A supplier told today that payment will be late is usually more flexible than one who finds out when an invoice bounces. Agree revised terms in writing.

Treat any held payout as zero until Shopify confirms release in writing. If closing cash turns negative in any column, that is the date by which you need supplier terms, other funding or a cost cut agreed.

What Never to Do While Funds Are Held

Do not miss the 3 day window chasing the money

Merchants sometimes spend the first two days arguing with Support about payouts. The review deadline does not pause for that. Submit the appeal first. Our guide on a missed Shopify compliance review deadline explains what termination removes if the window closes.

Do not change the payout bank account to an account in another name

A payout account that suddenly points to a different person or entity looks like the account takeover pattern Shopify’s security guidance warns about. If you must change bank details, use an account in the same business name and explain the change.

Do not move sales to another processor to get around the review

Routing payments for the same products through a different gateway while Shopify is reviewing your compliance does not answer the review. It also adds a second provider who may ask the same questions. Answer the review.

Do not edit documents

Shopify’s identity verification page rejects scans, photocopies and screen images of IDs. Any document that has been altered will damage the case far more than a gap you explain honestly.

Do not create disputes by stopping fulfillment

Stopping all fulfillment because payouts are frozen produces chargebacks, and Shopify lists elevated chargeback activity as a reserve trigger. Keep serving paid orders.

Do not argue or threaten

The Shopify Terms of Service state that verbal or written abuse, including threats, of any Shopify employee results in immediate account termination. Stay factual in every message.

Regional Differences and the Law in Each Region

The Shopify Payments Terms are structured in two parts. Part I holds global terms that apply in every country where Shopify Payments is available. Part II holds regional terms for specific countries, including Australia, Canada, the United Kingdom and the United States, which supplement and in some places modify the global terms. Your designated country decides which regional terms apply to you. This section is general information. It is not legal advice for your case.

For EU and UK merchants, Shopify’s Supplementary Terms make these routes concrete. Section 9 describes a free internal complaint-handling system for concerns about Shopify’s obligations under the Platform-to-Business Regulation and for measures Shopify takes that affect you. Section 10 says either party can request mediation and names two mediators Shopify is willing to use, while allowing the parties to agree on another. Use these routes after the review appeal and the reserve reply, with the same documents.

Frequently Asked Questions

Can customers pay while my Shopify store is under compliance review?

No, Shopify states the store is temporarily unavailable during the review and Shopify Payments is temporarily suspended. Sales resume only if the review appeal succeeds. Submit the appeal with ID and business information within 3 consecutive days of the email.

How long can Shopify hold my funds?

Shopify’s own examples show reserves running 120 days, and payout holds last until the stated cause is resolved. Shopify publishes no fixed duration for a compliance review. Plan cash flow as if held funds will not arrive soon.

Can I get held Shopify funds released early?

Shopify reviews reserve and hold questions when you reply to its email with documents that address the stated reason. Reserves are appealed by replying within the timeframe in the reserve email, and some reserves are removed automatically once listed requirements are met. Shopify notes that early releases do happen.

Does a Shopify funds hold mean my account is closed?

Not by itself, so check the account status in Shopify admin separately from the payout status. Shopify says you can still use your store during a Shopify Payments hold, while a compliance review makes the store temporarily unavailable and can end in termination if no appeal is submitted.

How do I keep Shopify from holding funds again?

Keep owner ID and business documents ready so any compliance request is answered the same day. Keep the payout account in the business name, keep chargebacks and refunds low and keep compliance files for any regulated product.
