eBay Payment Dispute Evidence Routine for Every Order

By August 12, 2026November 2nd, 2026No Comments22 min read

An eBay payment dispute is won or lost on the records you saved when the order shipped. The buyer’s bank or card issuer decides on those documents alone. eBay gives you 5 calendar days to respond and up to five image files under 1.75 MB to make your case, and a loss without seller protection costs the refund plus a $20.00 dispute fee on eBay.com. A seller who builds the evidence file when the order ships can respond in minutes. A seller who starts searching after the notice often runs out of time or sends the wrong proof.

How eBay Payment Disputes Start and the Evidence That Answers Them

eBay’s Handling payment disputes page defines a payment dispute as a buyer requesting their money back by reporting an issue to their bank, credit card provider, PayPal, Venmo or other payment institution. It is separate from the eBay Money Back Guarantee, where the buyer reports the issue on eBay and eBay decides. In a dispute, the payment institution decides, and eBay collects information and sends your evidence to it.

eBay lists the reasons buyers open disputes. Each one maps to a record you can keep in advance.

Dispute reasonThe record that answers it
Did not receive the itemTracking showing delivery to the address on the Order details page, with signature on high-value orders
Item does not match the listingPre-shipment photos, the listing as sold, and messages showing any agreed solution
Did not recognize the transactionDelivery proof to the buyer’s address, and a store name the buyer can recognize
Charged more than onceOrder and payment records showing one charge per order
Changed their mind or canceledYour stated return policy, cancellation records, and messages
Missing a credit or refundProof of a refund issued on eBay, or proof the return came back in a different condition

The single-method rule shapes the whole routine. Buyers cannot use more than one resolution method. When a buyer opens a dispute, eBay closes any open cancellation, item not received report, return request or Money Back Guarantee case for that order. So the evidence you gathered for an eBay case must also be ready to send to a bank. Building one file per order serves both.

Business models and their dispute risk

Sellers of high-value goods. Buyers sometimes dispute after delivery. The defense is signature confirmation, insurance and dated photos. On eBay.com, eBay recommends signature confirmation on orders with a total cost, including shipping and taxes, of $750 or more. On eBay.co.uk the disputes page sets the line at £450.

Sellers shipping without signature. A delivered scan may not convince an issuer that the cardholder received the item. The defense is to add signature at the threshold and to ship only to the address on the Order details page.

Digital or service sellers. eBay’s Money Back Guarantee excludes digital content, intangible goods and services, and eBay’s Payment dispute seller protections exclude items the Money Back Guarantee does not cover. These sellers carry the most dispute risk with the least protection. The defense is written delivery confirmation from the buyer, detailed records of what was delivered and when, and every message kept inside eBay.

The 5 Calendar Day Response Rule

When a buyer opens a dispute, eBay contacts you with the next steps. You must accept or challenge within 5 calendar days. eBay states that if you do not respond, the payment institution is likely to find in the buyer’s favor. The Payment dispute seller protections policy uses the same window for both actions, counted from when you receive the dispute notification, and responding within it is one of the conditions for protection.

Five calendar days include weekends and public holidays. A notice that lands on Thursday evening needs a response by Tuesday. Sellers who miss the window rarely lack evidence. They lack a person who looked at Seller Hub on Saturday. Store tracking, photos and messages per order, and put a named owner on the daily check, with a backup for days off.

The daily check

  1. Open Requests and disputes in Seller Hub, or My eBay Orders, at a fixed time each day, including one check on weekends.
  2. For each new dispute, write the notification date and the deadline five calendar days later at the top of the order file.
  3. Read the dispute reason and pull the matching records from the order file.
  4. Decide to accept or challenge the same day. Accept when you agree or the order value does not justify a challenge. eBay waives the dispute fee on accepted disputes and gives fee credits for some or all of your fees on that transaction.
  5. If challenging, upload the evidence and a short statement, and submit.

eBay may challenge a dispute on your behalf, and its Payment dispute seller protections policy says it may apply protections automatically without any response from you. Neither is a plan. A seller who answers every notice keeps control of which five files the issuer actually sees.

Step through the daily routine that catches every eBay payment dispute inside the 5 calendar day window and matches evidence to the reason.
eBay payment disputes prevention control checklist
  • Daily dispute check scheduled, with a named owner and a weekend backup.
  • Every order ships with tracking to the address on the Order details page.
  • Signature confirmation on every order at or above the threshold, $750 on eBay.com and £450 on eBay.co.uk.
  • Pre-shipment photos taken for every item above your chosen value line.
  • All buyer communication kept in eBay Messages.
  • Refunds issued only through eBay, with any deduction explained to the buyer in writing.
  • Store and business name set so buyers recognize the seller after purchase.
  • Order file saved for every order that ships, kept for at least 13 months after delivery.

The checklist item on eBay Messages does double duty. eBay’s own disputes page tells sellers to respond to buyers through eBay Messages and keep records there, and a text thread on your personal phone is evidence you cannot easily prove came from the buyer. Contact moved off the platform also raises a separate policy problem, explained in our guide on the eBay warning for offers outside eBay.

Sellers already holding three or four open disputes with deadlines this week can bring the notices to our merchant processor dispute desk, and we build the five-file response with you before day 5.

Evidence to Keep for Every Order

The evidence file is the core of the routine. It must be built when the order ships, because some records cannot be created later. A photo of an item before it shipped exists only if you took it. A signature exists only if you bought signature confirmation.

The per-order file

  • Order details page. Order number, buyer address, items, totals and the estimated delivery the buyer saw at checkout.
  • Listing as sold. Title, photos, item specifics and condition description at the time of sale.
  • Pre-shipment photos. The actual item, its condition and its packaging, with a date. For multi-part items, every part laid out.
  • Shipping record. Label receipt, carrier, service, tracking number, and proof that signature confirmation was purchased where it applies.
  • Tracking history. The carrier’s scan history through delivery, showing delivered status, the date and the destination ZIP code or city.
  • Messages. Every eBay message with the buyer, with timestamps.
  • Refunds and cancellations. Any refund issued on eBay, deductions and the explanation sent to the buyer, and cancellation records.

Building the file at the packing station

A routine that depends on memory fails on the busiest day of the year. Build the file into the packing steps so it happens on every order without a separate task.

  1. Name a folder by order number. Use the same naming for every order so anyone on the team can find a file in seconds.
  2. Photograph on a fixed surface. Mount a camera or phone over the packing table. Photograph the item, any serial number or flaw, and the sealed parcel with the label visible. Save to the order folder.
  3. Save the label receipt. When the label prints, save the receipt that shows the service and, where bought, signature confirmation.
  4. Save the order and listing pages. A copy of the Order details page and the listing as sold, taken the day you ship. Listings change. The copy shows what the buyer bought.
  5. Add tracking at delivery. When tracking shows delivered, save the carrier page with the delivered scan, date and destination. For signature orders, save the signature record.
  6. Add messages as they happen. Anything the buyer sends after the sale goes into the folder, especially messages about delivery or condition.

The whole sequence adds well under a minute to each order once the station is set up. Measured against the cost of a single lost high-value dispute, the time pays for itself quickly. It also serves every other process on eBay, because item not received requests, not as described returns and Money Back Guarantee appeals all draw on the same records.

What eBay recommends for each reason

eBay’s disputes page recommends evidence by dispute reason, and the file above covers each one.

  • Did not recognize the transaction, or did not receive the item. For shipped items, tracking showing delivery to an address matching the Order details page, plus signature confirmation when the order total is $750 or more. For in-store pickup, buyer identification and proof of pickup with the date, store, order ID, item number, title, price and the customer’s signature. For local pickup from you, the order details signed by the buyer, or a record of scanning the buyer’s QR code or entering their 6-digit code.
  • Item does not match the listing, was damaged or had missing parts. A clear photo of the item as described and its condition before shipping, messages showing an accepted solution such as a partial refund, and any other evidence the item came back in a different condition.
  • Item was not authentic. Proof of authenticity from the rights owner, and messages showing your attempt to resolve the issue before the dispute.
  • Buyer did not receive a refund. Proof a refund was provided on eBay, proof of cancellation, your return policy, messages showing a refund is not required, or proof the item came back different.

Fitting it into five files

eBay accepts JPEG, JPG or PNG uploads, up to five files with a total size under 1.75 MB, plus supporting text. Plan your five files before you need them. For an item not received dispute on a high-value order, we use the tracking page cropped to the delivered scan and address, the signature confirmation purchase proof, the signature record, the order details page cropped to the address, and one pre-shipment photo. Merge or compress images where needed. Keep the statement to a few lines covering the order, the reason, and what each file shows.

How long to keep the file

Disputes can take up to 90 days or more to resolve depending on the card provider, and eBay notes that a payment institution may reopen a closed dispute. The statutes set the outer limits. Under the US Fair Credit Billing Act, 15 U.S.C. 1666, the card issuer must receive the cardholder’s billing error notice within 60 days after it sent the statement, acknowledge it within 30 days, and resolve it within two complete billing cycles and in no event later than 90 days. For EU buyers, Article 71 of Directive (EU) 2015/2366 lets the payer report an unauthorised transaction up to 13 months after the debit date. A file kept 13 months after delivery covers both sequences. The statute summaries here are general information for sellers, and questions about a specific dispute belong with a lawyer licensed where you trade.

Seller Protections That Waive the Dispute Fee

eBay charges a dispute fee when you are found responsible for the disputed amount. Its Payment dispute seller protections can remove both the fee and the refund cost, even when the payment institution decides for the buyer. The routine exists largely to qualify for these protections.

The conditions

  • The transaction must meet the policy’s requirements.
  • You must respond and act within the required timeframes, which is 5 calendar days.
  • If you challenge, you must provide the required evidence.
  • You may not be in violation of the User Agreement.

The eligible scenarios

  • Physical goods with evidence of successful delivery or pickup.
  • You issued a full refund to the buyer through eBay.
  • You refunded through eBay but deducted an amount because the item was returned used or damaged, in line with eBay’s guidelines.
  • The dispute relates to a Money Back Guarantee case eBay already resolved, by finding you met your obligations or by refunding the buyer in full.

The exclusions

  • Items that break eBay’s prohibited and restricted items policies.
  • Items not covered by the Money Back Guarantee.
  • In-store pickup items where you gave an exchange or store credit on a return.
  • Transactions where you issued a refund outside eBay.

The delivery test

For item not received and unrecognized transaction disputes, protection turns on delivery evidence. The policy asks for tracking from a carrier showing a delivered status, the date, a recipient address matching the Order details page by city, county or ZIP code, and, for orders of $750 or more, proof that signature confirmation was purchased, uploaded as an image. If eBay finds the item was delivered or picked up, it will not seek reimbursement from you even if the payment institution decides for the buyer, and it will waive or refund your dispute fee. Every element of that test comes from the per-order file.

If eBay decides you are not eligible, you can appeal by contacting eBay within 30 calendar days of the date the outcome was communicated. eBay may ask for more documents and makes the final decision. Without protection, eBay deducts the refund from payouts not yet disbursed, or charges your on-file payment method. eBay never charges more than one dispute fee per order, even when the buyer paid with more than one method. On eBay.com the selling fees page sets that fee at $20.00 per dispute, excluding sales tax, charged when you are found responsible for the disputed amount. Ten lost disputes in a quarter is $200 in fees before a single refund is counted. Our guide on responding to an eBay payment dispute or chargeback covers the full outcome process.

Regional differences and the law

The structure is the same on eBay.co.uk, with 5 calendar days to respond, funds held from payout for up to 90 days from when the dispute arises, and signature confirmation recommended at £450 or more. The law under chargebacks differs by region, and the table below maps each statute to the part of the routine it affects. It summarizes the law for sellers and does not replace advice on a specific dispute.

RegionLawWhy it matters to your routine
United StatesFair Credit Billing Act, 15 U.S.C. 1666, and Regulation Z, 12 C.F.R. 1026.13Credit cardholders can dispute billing errors, including goods not delivered as agreed. Issuers investigate on the documents, so your file is your case.
United KingdomConsumer Credit Act 1974, section 75, and the Payment Services Regulations 2017, SI 2017/752Section 75 makes the card issuer jointly liable for the seller’s breach or misrepresentation on single items priced above £100 and up to £30,000, and regulation 76 of the Payment Services Regulations sets the provider’s liability for unauthorised payment transactions.
European UnionPayment Services Directive (EU) 2015/2366 (PSD2)Article 73 requires the payer’s provider to refund an unauthorised transaction by the end of the following business day, and Article 71 allows notice up to 13 months after the debit date, which is why EU order files need a long life.
European Union and United KingdomPlatform-to-Business Regulation, Regulation (EU) 2019/1150, Articles 11 and 12, and the retained UK versionBusiness sellers can complain through eBay’s internal complaint-handling system under Article 11, and Article 12 requires the platform to name two or more mediators. The Regulation has applied since 12 July 2020.
European UnionDigital Services Act, Regulation (EU) 2022/2065, Articles 20 and 21Applies from 17 February 2024. Where eBay restricts an account or the ability to monetise under its terms, the user gets at least six months to use the internal complaint-handling system, then a certified out-of-court dispute settlement body.

Card networks also run their own dispute and representment rules and monitor dispute levels through payment providers. Those are private scheme rules that eBay applies on your behalf as the payment facilitator, so the seller’s lever is the same on every site, fewer disputes and a five-file answer to each one. When a dispute follows a Money Back Guarantee case you already lost on eBay, the protection route narrows, and our guide on an eBay Money Back Guarantee appeal denied explains what is left to argue.

Weekly Dispute Check

The daily check protects the 5-day window. The weekly check protects the account. It looks across disputes, cases and returns for patterns, and fixes the cause before it produces more disputes.

What the patterns tell you

Disputes that cluster on one listing usually mean the listing oversells the item. Disputes that cluster on one shipping service usually mean that service does not produce delivery proof an issuer accepts. Unrecognized transaction disputes that cluster after a store name change usually mean buyers do not connect the charge to you. Each pattern has a narrow fix. The same patterns tend to show up on eBay as item not received reports and not as described returns, so the weekly check also protects your service metrics and seller level. Our guides on a High INAD or INR rate and Money Back Guarantee cases cover those programs.

Our method when disputes cluster

When we take on a seller with a run of disputes, the method follows four steps. The position is that each transaction was authorized and fulfilled as described. The root cause identifies the dispute reasons and the evidence that was missing. The corrective work responds to every open dispute inside 5 calendar days with tracking and communication records, and appeals eligible protection denials within 30 calendar days. The preventive work installs signature confirmation at the threshold, a clear store identity, the per-order file and the two checks above.

First-time disputes compared with repeat disputes

eBay’s dispute pages describe no account-level tiers, no strike count and no permanent penalty tied to dispute volume. Each dispute, first-time or repeat, carries its own hold of up to 90 days and its own $20.00 fee if lost without protection. The difference is cumulative. A first-time dispute is a test of your file. Repeat disputes on the same listing or shipping service are a test of your process, and every one of them ties up cash for up to 90 days while it runs. Sellers who keep the file rarely see repeat disputes, because the same habits that build the file prevent the disputes. Where repeat disputes turn into reserves on payouts, our guide on an eBay reserve on payouts covers the next stage. Funds held across several disputes and cases at once are covered in our guide on funds held for an open case.

A composite example

A composite seller of power tools receives four disputes in a month, all marked item not received, all on orders between $800 and $1,000 shipped without signature. Tracking shows delivery each time. Two buyers win at the issuer, and eBay does not protect the seller because the orders had no signature proof. The weekly check flags the pattern. The seller adds signature confirmation to every order at or above $750, starts the per-order file at the packing station, and sets a weekend dispute check. The next two disputes on high-value orders are challenged with the signature record on day one, and both are protected. The power tool seller is a composite drawn from dispute patterns we see across eBay accounts, not a single client file.

Frequently Asked Questions

How long do I have to respond to an eBay payment dispute?

Within 5 calendar days. Weekends and holidays count, so check Seller Hub for disputes every day.

How long can eBay hold disputed funds?

Up to 90 days. If you challenge, the amount can stay on hold until the buyer’s payment institution decides.

Is there a fee if I lose a dispute?

Yes. On eBay.com the dispute fee is $20.00, excluding sales tax, when you are found responsible and seller protections do not cover the order. eBay waives or refunds the fee when protections apply, waives it when you accept the dispute, and never charges more than one fee per order.

How long should I keep evidence for each order?

At least 13 months after delivery. US billing error rules run up to 60 days for notice plus up to 90 days to resolve, issuers can reopen closed disputes, and EU payers can report an unauthorised transaction up to 13 months after the debit date.

What evidence wins an eBay dispute?

Tracking with delivery confirmation, item photos and buyer messages, matched to the dispute reason. For orders of $750 or more on eBay.com, include proof that signature confirmation was purchased.

What is a payment dispute?

A buyer asking a bank, card provider or payment service for a refund on an eBay order. The payment institution decides the outcome.
