Age-Restricted Products on Amazon and How to List Without Losing Your Account

By April 25, 2026November 2nd, 2026No Comments25 min read

Quick answer. On Amazon in the US, age-restricted products fall into three groups. Some are prohibited outright, including tobacco products, vapes and e-cigarettes of every kind, firearms, ammunition and many knives. Some are allowed, but Amazon itself limits who can buy them by age, location or both where local law requires it, and its tobacco and drug policy pages say selling partners do not need to take action for those limits. Some are allowed only for pre-approved sellers, such as alcoholic beverages. Federal law sets 21 as the minimum age for tobacco and nicotine sales and ties highway funding to a drinking age of 21, and the PACT Act requires an adult signature with photo ID for tobacco delivery sales. Confirm which group your product is in before you list, keep claims and attributes accurate, and remove anything that crossed a prohibited line.

Most age-restriction problems on Amazon start with a product that looks harmless in a supplier catalogue. A disposable “aromatherapy” pen, a knife with a clever folding action, a novelty lighter with a cigarette logo, a non-alcoholic beer that turns out to be 0.4 percent alcohol. The listing sells for weeks, then disappears, and the notice does not say whether the problem is the product, the listing or the shipment.

Below are the rules as Amazon publishes them in Seller Central and the federal and state laws those pages point to. What is prohibited, what carries limits Amazon applies, what needs approval, what the law says about age checks at the door, and what to do after a removal.

What Amazon means by an age-restricted product

Amazon does not publish a single “age-restricted products” list for US sellers. Age shows up inside its Restricted products policy, spread across category pages such as Alcohol, Tobacco and tobacco-related products, Explosives, weapons, and related items, and Drugs and drug paraphernalia. Together those pages sort age-sensitive goods into three groups, and the group decides everything that follows.

Group one. Prohibited, whatever the buyer’s age

These products cannot be listed at all, and age verification does not rescue them. Tobacco products, vapes, firearms, ammunition, fireworks, switchblades, balisongs and brass knuckles sit here, along with many adults-only products.

Group two. Allowed, with age or location limits Amazon applies

Some products are allowed but restricted by buyer age or location because state or local law requires it. Amazon’s tobacco and drugs pages carry the same note. “In some areas, Amazon may limit who can buy certain products based on age, location, or both as required by local law. Selling partners do not need to take action.” The weapons page marks permitted items such as airsoft guns, pepper spray and stun guns as “subject to geographic sales restrictions.” Amazon enforces these limits at the point of sale.

Group three. Allowed only for pre-approved sellers

Alcoholic beverages are the clearest example. Amazon’s Alcohol page permits alcoholic beverages only from pre-approved selling partners and treats anything over 0.0 percent alcohol by volume as prohibited unless the seller is pre-approved. An age warning does not replace approval.

THREE GROUPS, THREE DIFFERENT ANSWERS Where an age-sensitive product sits decides whether it can be listed at all PROHIBITED No age check makes it sellable Cigarettes, cigars, snus Vapes and e-liquids Firearms and ammunition Fireworks Switchblades, balisongs Brass knuckles Action: remove and stop ALLOWED, LIMITED Amazon applies age or location limits Rolling papers Hookahs, pipes, lighters Airsoft and BB guns Pepper spray, stun guns Assisted-opening knives Some OTC medicines Action: list accurately PRE-APPROVAL ONLY Seller must be approved first Wine, beer, spirits Drinks above 0% and below 0.5% ABV Other gated categories shown as Apply to sell Action: apply, then list Source: Amazon Seller Central Restricted products, Alcohol, Tobacco, Weapons and Drugs policy pages
Age-sensitive products on Amazon fall into three groups. The first question is always which group yours is in.

The categories Amazon lists, product by product

The line between allowed and prohibited often runs through a single product type. A spring-assisted knife that does not open automatically is allowed with geographic limits. A gravity knife is prohibited. The summaries below follow Amazon’s wording.

Tobacco, nicotine and vapes

Amazon’s Tobacco and tobacco-related products page prohibits tobacco products, meaning products made fully or partly from leaf tobacco and used for smoking, chewing, sucking or sniffing. It also prohibits tobacco-related products that deliver or are designed to deliver nicotine, or produce effects that mimic nicotine, including electronic nicotine delivery systems and vaping accessories. The prohibited examples include blunt wraps, cigarettes, cigars, flavoured cigarette capsules or beads, chewing and dipping tobacco, snuff, snus, e-cigarettes and all related accessories “regardless of whether they contain nicotine,” refill liquids, cartridges, and non-tobacco, non-nicotine vaporizers such as vitamin vapes and aromatherapy pens intended for smoking.

What remains allowed is narrower than many sellers expect. Cigarette rolling papers are allowed but subject to state sales restrictions, and Amazon states they are prohibited for sale in Arizona, Arkansas, Maryland, Missouri and Rhode Island. FDA-approved over-the-counter smoking cessation products such as nicotine gum, lozenges and patches are allowed. Ashtrays, cigar cutters, hookahs, humidors, lighters, tobacco pipes and collectibles are allowed if they contain no tobacco, produce no nicotine-like effect, and display no cigarette or smokeless tobacco brands or logos. Hats, t-shirts and lighters carrying those brands are restricted by Amazon policy.

Alcohol

The Alcohol page allows alcoholic beverages only from pre-approved selling partners. Non-alcoholic beverages at 0 percent alcohol by volume are allowed. Beverages above 0 percent and below 0.5 percent are allowed only from pre-approved sellers. Corkscrews, decanters, containers, memorabilia without alcohol, and distillation kits for oil, water or non-alcoholic products are allowed. Prohibited listings include distillation kits that reference making beer, wine or spirits, liquor licenses, products that encapsulate raw alcohol, and, in Amazon’s words, “any product marketed for customers over 21 years of age.” That last line catches sellers who think an over-21 message protects them. On Amazon, marketing a product as over-21 is itself prohibited.

Weapons, knives and imitation firearms

The Explosives, weapons, and related items page prohibits all firearms, firearm ammunition and components, explosives including fireworks, and a long list of firearm parts and accessories. It allows airsoft, BB and toy guns, crossbows, handcuffs, pepper spray, slingshots and stun guns, all subject to geographic sales restrictions. Hunting and kitchen knives are allowed. Umbrella and spring-assisted knives that do not automatically extend are allowed with geographic limits. Automatic, balisong, gravity, stiletto, push dagger and disguised knives are prohibited. Toy, imitation or look-alike firearms without required markings are prohibited, and non-firing replicas made after 1898 must carry the markings required by 15 U.S.C. 5001.

For seller-fulfilled orders the page adds one more rule. You must comply with the laws of the jurisdiction you sell into and the one you ship from, and obtain any required licenses.

Medicines and drug paraphernalia

The Drugs and drug paraphernalia page prohibits controlled substances and paraphernalia primarily designed for using them, and sets detailed listing rules for over-the-counter medicines. It repeats the note that Amazon may limit who can buy certain products by age, location or both where local law requires, with no seller action needed. It also lists “Age range description” among the required listing attributes, one of the few places Amazon asks the seller to state the age a product is meant for.

Adult and sexual wellness products follow their own content rules rather than an age check at the door. We cover them in our guide on adult products on Amazon.

How age verification and delivery age checks work on Amazon in the US

Sellers usually want to know whether there is a setting to switch on. On Amazon’s current US pages, Amazon applies age and location limits itself for products it allows, and prohibits the products where federal law puts an ID check at the door.

What Amazon says it does for you

On the tobacco page, under jurisdictional restrictions, Amazon says it may limit who can buy tobacco and tobacco-related products based on location because of compliance requirements, taxes or fees, and that it “will automatically restrict the sale of these listings to customers in affected locations.” The laws it names are Arizona Revised Statutes section 13-3622, California AB-3218 and SB-1230, and Vermont 7 V.S.A. section 1010. The weapons page uses “subject to geographic sales restrictions” for the permitted items that carry them. In both cases Amazon applies the restriction.

That does not make the seller a bystander. Amazon can apply the right limit only if the product is classified correctly. A hookah listed as a vase, or pepper spray listed as a keychain, may never pick up the restriction. Accurate category, product type and attributes are your part of age verification.

Where the law puts an ID check at the door

Federal law requires a delivery-time age check for one group of products. The Prevent All Cigarette Trafficking Act, codified at 15 U.S.C. 376a, requires delivery sellers of covered tobacco products to use a shipping method that requires the purchaser, or an adult of legal age, to sign for the package and show a valid government-issued photo ID. Before accepting the order, the seller must verify the buyer’s full name, birth date and residential address against a commercially available database. The package must carry an outside statement beginning “CIGARETTES/NICOTINE/SMOKELESS TOBACCO” on the same surface as the delivery address. Amazon prohibits these products, so a “we check ID at delivery” promise does not change its answer.

Seller-fulfilled orders and the jurisdiction you ship from

When you fulfil orders yourself, you control the carrier, the service and the packaging, and the weapons page makes you responsible for the law of the place you ship from and the place you ship to. Where a state requires an adult signature or restricts delivery of a permitted item, that obligation travels with your shipment. Check the carrier’s current adult signature terms for the minimum age and the proof of age its drivers take, and record the service used on each order.

The “Age Verification Required on Delivery” notice

Sellers sometimes see an “Age Verification Required on Delivery” notice on product pages and ask how to turn it on. No current US Seller Central help page describes a seller-controlled setting for it, and Amazon’s US tobacco and drug pages say sellers do not need to take action for age limits. If you believe a listing should carry an age check and it does not, open the listing in Add Products, use Show limitations, and ask Selling Partner Support in writing which attribute or product type controls it. Keep the reply.

Products banned for minors under federal and state law

Amazon’s pages point to the laws behind the restrictions. Citing them shows a reviewer you understand why a product is restricted.

Tobacco and nicotine. 21 nationwide

The FDA’s Tobacco 21 page explains that legislation signed on December 20, 2019 raised the federal minimum age of sale for tobacco products from 18 to 21, effective immediately. It covers cigarettes, smokeless tobacco, hookah tobacco, cigars, pipe tobacco, liquid nicotine, and electronic nicotine delivery systems including e-cigarettes and e-liquids. FDA says retailers should check photo identification of anyone under 30 trying to buy tobacco products, and that it inspects both brick and mortar and online retailers.

Alcohol. The national minimum drinking age

Federal regulations at 23 CFR Part 1208 set the National Minimum Drinking Age at 21 through highway funding. The Secretary of Transportation withholds a share of certain highway funds from any state where purchase or public possession of alcohol by a person under 21 is lawful. The same part defines an alcoholic beverage as beer, distilled spirits or wine containing one-half of one percent or more alcohol by volume. Amazon’s alcohol policy uses the same 0.5 percent threshold, which is why a drink between 0 and 0.5 percent still needs pre-approval on Amazon.

State laws Amazon names

State law often goes further than federal law. Amazon’s tobacco page names Arizona Revised Statutes section 13-3622, which makes it an offence to knowingly sell, give or furnish tobacco products, alternative nicotine products, or instruments and paraphernalia designed solely for smoking tobacco or shisha to a person under twenty-one. That reaches hookahs and waterpipes, which is why accessories Amazon otherwise allows can carry location limits. Amazon also names California and Vermont laws and the rolling paper ban in five states. The weapons page cites state imitation firearm and toy gun laws as examples of rules on size, colour and markings.

Is your product allowed? Check before you list

Settle whether the product is allowed before you buy inventory. Many of these are genuine prohibitions, and no documentation changes that.

The allowed question comes first, approval second, limits third. Step through each stage to see the check made there and where a product drops out.

Listing requirements for age-sensitive products

Once a product is allowed, the listing decides whether Amazon’s limits attach and whether a reviewer sees a compliant product. Most removals in this area trace to the listing, not the product.

Check approval status before you create anything

Amazon’s Categories and products that require approval page tells you how to check. Go to Add Products, search for the product, and read the status. “Not Available” means the product cannot be listed, “Sell this product” means no approval is needed, and “Apply to sell” means approval is required. Click Show limitations for the detailed requirements. Restrictions can apply to ASINs, brands, categories and sub-categories, and some products need more than one approval.

For an application, Amazon lists purchase invoices dated within 180 days, clear photos showing all sides, brand authorization letters where applicable, safety certifications where required, and commercial liability insurance for certain categories. Expect review in 2 to 7 business days. If the answer is “Your account does not qualify,” Amazon states that you cannot sell the product, the decision cannot be appealed, and Selling Partner Support cannot give more detail.

Category, product type and attributes

Put the product in the category that describes what it is, not where it sells best. For medicines, Amazon’s drugs page lists required attributes including item name, brand, manufacturer, age range description, item form, active ingredients and a cautionary statement such as “Keep out of reach of children,” and requires images of the product identity statement and the full Drug Facts panel.

Claims, images and branding

Claims sink more listings than products do. Amazon bars unverified health, therapeutic or purity claims on tobacco-related items, the FDA logo and unearned “FDA approved” claims on medicines, over-21 marketing on alcohol, and cigarette or smokeless tobacco logos on merchandise. Check titles, bullets, images, packaging and inserts.

What happens when a seller ships an age-restricted item without the right settings

The tobacco page says non-compliant products are subject to action and that Amazon reserves the right to take further action under the Amazon Services Business Solutions Agreement, including removing listings. The approval page says your ability to sell can change when new restrictions are added, when your account receives performance notifications, or when safety and compliance requirements change.

At the listing level

The usual first step is a listing removal shown in Account Health under restricted product policy violations. FBA inventory may become stranded and need a removal order.

At the account level

Repeat violations can affect the account itself, because a pattern of removals tells a reviewer the seller is not screening products. Our guide to restricted products you cannot sell covers the wider category list.

Outside Amazon

Selling to someone below a legal minimum age can be an offence under state law. If a product may have reached a minor, take legal advice before writing to Amazon.

A worked example

Take a hypothetical case. A seller lists 40 units of a “herbal relaxation pen” sourced as an aromatherapy device and sells 28. Amazon removes the listing under its tobacco-related products policy, leaving 12 units in a fulfilment centre. The seller wants to appeal because the pen has no nicotine, but Amazon’s page prohibits non-nicotine vaporizers intended for smoking. The right response is to accept the prohibition, remove the 12 units, audit the catalogue for similar devices, and, if the account was warned, write a short plan of action showing the new screening control. An appeal through Account Health makes sense only if the product was genuinely misclassified, such as a diffuser not designed to be inhaled.

Not sure your product can be sold at all?

Send us the notice and we will tell you plainly whether it is prohibited, restricted, or fixable.

Fixing a removal. Prohibited or restricted decides the path

When a notice arrives, first decide whether the product is allowed at all. Prohibition and restriction lead to opposite outcomes, and sellers lose weeks appealing products that were never sellable.

Diagnosis

Read the notice in Account Health and note the ASIN, the policy named and the action taken. Then place the product in one of the three groups using the category page. If it is prohibited, no evidence makes it allowed. If it is restricted, identify the condition you missed, whether approval, classification, claims, branding or the law of the place you shipped to. If you believe it was misclassified, collect proof of what the product is.

Root cause

Name the failure in your process, not just the product. “We listed a vape” is the event. “Our sourcing step did not check new products against Amazon’s tobacco page, and our lister copied the supplier’s category” is the root cause. Reviewers look for the second kind of statement.

Corrective actions already taken

For a prohibited product, close the listing, remove the inventory, and audit the catalogue for similar items, dating each step. For a restricted product, fix the classification, claims, branding or approval. Never alter supplier documents or labels to make a product look compliant, and never relabel a prohibited item as something else. If genuine documents cannot be obtained, the product cannot be listed.

Preventive controls

State the control, its owner and its start date. For example, the sourcing lead checks every new product against the category page and Add Products before purchase, the listing manager reviews claims and branding before launch, and every reorder triggers a recheck. Our guide to writing a plan of action that will not be ignored shows how to lay this out.

Honest viability

A restricted product whose conditions you genuinely meet is a fixable case. A prohibited product, or a restricted one whose conditions you cannot meet, is not, and the best advice is often to stop. Appealing a prohibited item wastes time, and claiming it is allowed can create legal exposure for regulated goods.

Common mistakes with age-restricted products

A handful of assumptions cause most removals in this area. Each sounds reasonable, and each runs against Amazon’s published wording.

Amazon Account Health inbox with five age-restricted product notices for vapes, alcohol, rolling papers and applications
Each notice follows a belief sellers often hold about age-sensitive products. Open one to see the assumption, what Amazon’s pages say, and what to do.

Two more. Trusting the supplier’s category or ABV figure without checking the product, and relisting a removed product under a new ASIN or vaguer title, which turns a product issue into an honesty issue. For why product safety reviews escalate, see our guide on safety suspensions.

A routine for sellers in age-sensitive categories

Age rules change as states pass laws and Amazon updates its pages.

  • Before every new product. Read the category page, search Add Products, and record the status and date.
  • Before every listing goes live. Check category, product type, attributes, claims, branding and images against the category page.
  • Monthly. Open Account Health and review restricted product policy violations, even when the account shows no alerts.
  • Quarterly. Reread the Tobacco, Alcohol, Weapons and Drugs pages for anything you sell near those lines, and note changes.
  • Before every reorder. Confirm the supplier has not changed the formula, ABV, mechanism or packaging.

If you also sell items with physical safety risks, our article on dangerous products on Amazon pairs with this routine. Our product safety and quality service reviews your catalogue against safety and compliance rules with you.

Frequently Asked Questions

Which products need age verification on Amazon?

Amazon’s US tobacco and drug pages say Amazon may limit who can buy certain products by age, location or both where local law requires, and that sellers do not need to take action. Permitted weapons such as pepper spray, airsoft guns and stun guns are subject to geographic sales restrictions Amazon applies.

Can I sell vapes or e-liquids on Amazon if I verify age?

No. Amazon prohibits electronic nicotine delivery systems, vapes, refill liquids and related accessories regardless of nicotine content, so age verification does not make them sellable.

Can I sell alcohol on Amazon?

Only if your account is pre-approved. Without approval, any beverage over 0.0 percent alcohol by volume is prohibited, including drinks under 0.5 percent.

What is the federal minimum age for tobacco?

The FDA says federal law set the minimum age of sale for tobacco products at 21 in December 2019, covering e-cigarettes and e-liquids as well as traditional tobacco.

Does federal law require an ID check at delivery?

For tobacco delivery sales, the PACT Act at 15 U.S.C. 376a requires a shipping method where an adult signs and shows a government-issued photo ID. Those products are prohibited on Amazon.

Are knives age restricted on Amazon?

Amazon prohibits automatic, gravity, balisong, stiletto and disguised knives. Umbrella knives and spring-assisted knives that do not automatically extend are allowed, subject to geographic sales restrictions.

What should I do if Amazon removed my age-restricted listing?

Decide first whether the product is prohibited or restricted. Remove prohibited products and inventory. For restricted products, fix the classification, claims or approval. Appeal through Account Health only if you can show the product was misclassified.
